Moral laws are standards that individuals must abide by to live peacefully in a community. They are laws that ensure survival of a species and so all social species have laws governing them.

Moral laws totally developed in the human community without God "giving" them because they favor survival and ensure survival.

Moral laws are not from God, they are a natural part of us. We are good or bad based on our natural instincts and environment we live in.
Lions and ants also have laws governing them and as far as we know, they dont have any bible that they read.

Morality is therefore instinctual.
