yea, meaning it would work only on PCs within your local network. u can do this by running the forum software on apache server. so the link to access the forum will be an assigned ip address.

u can try this out by downloading EasyPHP (search google), its a bundle of apache and mysql servers and takes the stress of config ouTTa ur hands.

but erm, the only logical reason for a lan forum will be for office purposes or the likes.
