Unemployment Is Not A Headache For Us – Aregbesola

The Governor of Osun State, Rauf Aregbesola, has challenged the federal and state governments to map out strategies for tackling  youth unemployment in the country.

Shortly after participating in an endurance trek with 20,000 Osun Youth Empowerment Scheme (OYES) cadets, trekking 5 kilometers in Osogbo, the state capital, Governor Aregbesola pointed out that service to the society which is the cardinal principle of life is dignifying and not humiliating.

He encouraged the cadets to make the best of the two-year scheme which is planned to help improve their lives as well as the economy of the state.

The members of the second batch of the OYES cadets recruited from all the local government areas in the state are expected to serve in various fields ranging from traffic marshals to sanitation coordinators, Green Gang Paramedics and teaching service between year 2013 and 2015.

Zamfara State with 42.6% topped the list, followed by Bauchi, 41.4% and Niger 39.4% .

Other states in order of ranking are Gombe, 38.7, Nasarawa 36.5, Jigawa 35.9, Yobe 35.6, Edo 35.7. Adamawa, 33.8, Kaduna 30.3, Borno 29.1, Katsina 28.1, Delta 27.2, Imo 26.9, Rivers 25.5, Plateau 25.3, Kebbi 25.3, Kano 21.3, FCT 21.1, Akwa Ibom 18.2, Cross River 18.2, Sokoto 17.9, Kogi 14.4,Taraba 12.7,Ondo 12.5.

Others are Abia 11.2, Anambra 12.4, Bayelsa 23.9, Benue 14.4, Ebonyi 23.1, Ekiti 12.1 Enugu 25.2, Ogun 22.9.
Conversely, states considered to have marginal one-digit unemployment rate are Osun, 3.0, Kwara, 7.1, Lagos 8.3 and Oyo 8.9.

If those data are true, then you should commend the past governors of Osun state and the federal govt. Ogbene Rauf and the ACN have nothing to do with those data because the report in your link made it clear that those were data for the unemployment rates in 2011. If Ogbene Rauf became governor in November 2010, then his govt couldn't have had any impact in 2011 unemployment rate.

Ogbene Rauf and the ACN have nothing to do with those data because the report in your link made it clear that those were data for the unemployment rates in 2011. If Ogbene Rauf became governor in November 2010, then his govt couldn't have had any impact in 2011 unemployment rate.


You are liar because you lied about the 22% unemployment rate. Liars should never be taken seriously especially you and your kind.

Aregbeshola's first order of business after assuming office in 2010 was creation of 20,000 jobs via Osun Youth Empowerment Scheme (OYES) so go back and retool your lies.

Illiterate, Osun is not an industrial state so what are they going to do with industrial workforce. Industries are not the only source of employment olodo.

The governors of the 36 states will today meet to consider a report that listed 16 states as “bankrupt”, nine “unhealthy”, six “critical” and five “distressed” as a result of the implementation of the minimum wage which commenced August 2011.

Also, the governors may move for an amendment of the constitution to remove labour and all labour-related matters from the Exclusive Federal Legislative list to the Concurrent List, meaning states will be able to discuss their labour-related issues.

The implication is the decentralisation of the Nigeria Labour Congress (NLC) and other unions.
The report by the Nigeria Governors Forum (NGF) Secretariat obtained by THISDAY listed the following states as being in distressed situation following the implementation of the wage: Katsina with a total yearly revenue of N33.2 billion and a total year wage bill of N21.71 billion or 65.4 per cent of the state total revenue; Niger with a total yearly revenue base of N32.3 billion and a wage bill of N23.4 billion or 72.4 per cent; and Sokoto with a total yearly revenue of N29.2 billion and a yearly salary bill of N23.4 billion or a 80 per cent of the total revenue.

Also listed is Zamfara with a total yearly revenue base of N27.5 billion to a yearly wage bill of N19.24 billion or 70 per cent.

All these, the report said, were based on a 30-per-cent increase in personnel cost.

Other states listed to be in critical positions include Adamawa, Benue, Edo, Ekiti,[size=18pt] Osun [/size]and Plateau.

Specifically, the report stated that Adamawa with a yearly revenue base of N29.2 billion will expend N15.21 billion on salaries and wages, which represent a 52.1 per cent of personnel cost of the total revenue, while Benue with a N35.3 billion yearly revenue, which yearly salaries will gulp N19.37 billion or 54.9 per cent of personnel cost.

Edo with a total yearly revenue base of N40.9 billion will finance a wage bill of N22.23 billion or a 54.4 per cent of personnel cost.

Ekiti is among the states listed within the range of states in critical situation. The state has a yearly revenue base of N23.6 billion, but has a yearly wage bill of N14.82 billion or a 62.8 per cent of the personnel cost.

Plateau has N28.1 billion as total revenue with N15.99 billion as personnel cost or a 56.9 per cent.
According to the source, states described as unhealthy are Cross River, Ebonyi, Enugu, Kaduna, Kogi, Ogun, Ondo, Taraba and Yobe.

The following states were described as healthy and therefore can pay the 30-per-cent incremental wage bill. They are: Abia, Akwa Ibom, Anambra, Bauchi, Bayelsa, Delta, Gombe, Imo, Jigawa, Kebbi, Kwara, Lagos, Nasarawa, Oyo and Rivers.[/size]

The report, which stated that Rivers has a total yearly revenue base of N184.5 billion, has a yearly wage bill of N47.45 billion or 25.7 per cent of personnel cost.

In the same vein, Akwa Ibom has a yearly revenue base of N144.4 billion and a personnel cost of N23.27 billion or 16.1 per cent.

Lagos State has a yearly revenue base of N182.8 billion and a wage bill of N42.51 billion or a 23.3 per cent of the personnel cost.

According to the report, the implementation of the Minimum Wage Act by these states would have a negative impact on their ability to create jobs and at great opportunity cost on other government projects.
Apart from this, the report said the implementation of the Act would negatively affect the basis of true federalism in Nigeria.

It was as a result of this that one of the governors told THISDAY that the meeting would be discussing the implication of allowing labour matters to remain on the exclusive federal list.
“It is our belief that we shall be asking that labour and all labour-related matters should be moved to the concurrent list of the constitution, so that states would be able to negotiate with labour leaders in their respective states,” he said.

We are talking about unemployment figures, not ability to pay minimum wage which the state is paying anyway and this is 2013, not 2011 as stated in your silly news article.

Osun State Governor Rauf Aregbesola at the weekend explained why his administration has refused to tax the people.

Aregbesola said his people are very poor and tax would be an unnecessary burden on them.

He spoke at the Banquet Hall of the State House in Osogbo, the state capital, during a dinner with representatives of various financial institutions.

The dinner was part of activities marking the one year anniversary of the Aregbesola administration in office.

The governor urged the institutions to assist in eradicating poverty in the state, assuring them of security and a business friendly environment.

He solicited for funds to finance capital projects and programmes that would improve the state’s economy.

Aregbesola said: “I am in Osun State to eradicate poverty. If you are talking about Unclad poverty, it is here in the state. We can not tax anybody here because we do not want them to die.

“Are we going to tax people waiting to die? We were able to save 13 million in the last year, not through tax, but by blocking leakages in the system. So you bankers have no choice than to help us deliver good governance to the people. We need your support to eradicate poverty.

“I am amused about the uninformed comments of our predecessor in office about the finances of the state. They are confused and cannot comprehend what we are doing because they are not financially literate.

“We have the vision, passion and action. I am here to change the fate of the black man through the various programmes and projects of our unusual and unconventional government.

“My predecessor left the state’s account in a bad state. We met a suffocating loan of N18.3 billion, which the Olagunsoye Oyinlola administration secured in an unprofessional manner.

“But within a year in office, my administration was able to increase the Internally Generated Revenue (IGR) of the state from N300 million to N600 million and pay the loan through the access of N25 million bond from the bank, with the monthly servicing of less than N100 million, instead of the N800 million used to service the former loan.”

The governor said his administration does not wait for the federal allocation before it pays its workers, adding that any state waiting for it is doomed.

He said states rejected the October allocation because of President Goodluck Jonathan’s decision to deduct some amount from it for the creation of Sovereign Wealth.

Aregbesola said nobody has the right to deduct from any state’s allocation without the governor’s consent.

He advised state governments to exploit other avenues for generating revenue.

Commissioner for Finance, Economic Planning and Budgeting, Dr. wale Bolorunduro said the government plans to increase the IGR to N1 billion next year.

On incessant bank robberies in the state, Bolorunduro said the government has collaborated with security agencies to forestall a recurrence. He said the governor has ordered for five Armoured Personnel Carriers (APCs) and established a security trust fund to combat the menace.

Many of the bank executives acknowledged the governor’s passion for development and promised to support his administration.

They include: Ayo Abina, Skye Bank; Elias Akenzua, Zenith Bank; Akinleye Ogunleye, Diamond Bank; and Boyin Oladokun, Unity Bank.

As was asked by another poster above, where are the banks in Osun compared to many other states? Where are the shops and private businesses in Osun relative to other states?. Where is the great federal presence that employs people in OSUN better than other states? Where in hell is the source of employment in Osun?
