I'm curious about Nigeria and it's backwardness. Why is it that when you go the USA, UK, FRANCE, Chinese embassies or any other embassies that have too many Nigerians demanding their visas, you'll see TOUTS all over the place constituting nuisance to these institutions and their services?

At the Nigerian embassy in these countries, do you have TOUTS disturbing people about services that you can walk in and receive?

Why do have TOUTS at the Nigerian Immigration Services offices in Lagos? Is it that the Immigration office passed some of their responsibilities to these guys?

Then when you go to some of the court houses in Lagos, TOUTS will be everywhere asking people if they want "this or that " services? What it is that they're doing that the employees can't do?
