The Bible tells us to flee from every 'appearance' of sin. Hugging may not be wrong but kissing is damn wrong. Is it possible to kiss without touching your partner in the process? capital NO! one thing leads to the other... Well I am a christian but a rational one. I am sure in the days of the old when the Bible was given to men, things are quite different and I could supposed that based on evidence people then actually marry on time(I am sure some people will point out those that never got married and those that married late. Which does not in anyway becloud the fact that majority of them got married at an early age). But let me stray a little away from the bible, I really don't know the sin that there is when biologically your body starts acting up based on hormones. These hormones am sure you never asked for it, you get to an age when your body realizes it is time to put these "instrument" to use, biologically that is your body speaking. But due to the present situation of things on ground most people don't get married until like 10 to 15 years into puberty. How on earth do you expect them to continue defying their biological makeup? At this point I would supposed that's why my Muslim brothers up North have to either marry for their son at an early age of 18/19 to prevent them from getting themselves involve into ugly circumstance as mentioned let alone asking the question which the op asked. But then if you can't afford to get married and given the situation on ground which is not your own making, I think what is wrong is stopping nature to take its course.

God didnt specify anywhere in the bible (infact Solomon did a lot of kissing with a girl he was in love with, songs of solomon and it's scripture!!!) so that leaves it to a personal level.

Sex in itself is not a sin, kissing in itself is not a sin. What made them sin is the time they are carried out...before marriage they are great sins...after marriage they are no sins. The bible not only teaches us about sin but about the naature of God...there are some sins that the bible did not mention directly as sin. Eg. Smoking...but since in ur wildest imagination God would not love smoking bcs it is not His nature...that makes smoking a sin.
