In spite of the fact that Boko Haram's campaign has succeeded in creating fear and social instability in Nigeria, they will never succeed in creating the kind of instability that was created by MEND. As unbelievable as it may sound, the creation of economic instability is more destabilizing than the instillment is social unrest.
While economic instability completely destroys the ability of a nation to witness any form of growth and development, social instability can be managed, as long as there is economic growth, which can aid the long term control of such an instability.
MEND brought Nigeria down to her knees. Boko Haram is busy reducing the population of the country, while economic stability, growth and development is still being witnessed in the country. In the long term, Boko Haram will only succeed in strengthening the resolve of the Nigerian government to create a more effective security apparatus in the country, especially with the growing economic strength that is being witnessed. However, more lives will be lost before then.
In Conclusion, it is better to avoid the re-occurrence of the MEND campaign than the current BOKO HARAM madness.

What is the difference between reducing income(MEND) to 25% and using 75% of full income to fight insecurity(BH)?

The difference is that with MEND at peace and BOKO HARAM on rampage, you have 75% of the national income to curb Boko Haram and 25% for other issues. With BOKO HARAM at peace and MEND on rampage, you have 25% of 100% of national income available to fight insecurity talk less of other issues. That is, assuming your assertion is the case.

As much as we may try to pretend that human lives are valued than economic growth and development, the actual fact remains that the economy is given priority over everything else in the world.
Let's look at it logically, what is life worth without the economic means to afford its sustenance? Ponder over it then you'll understand why nations waste lives in wars for economic reasons.
