Buhari might then attempt to persuade tinubu to reverse the decision of lagos state govt. If the decision is not reversed, the north will see lagos as an enemy of islam.

Secondly they might attempt to go violent in lagos, and when the govt descends on them the turn it to a religious war.

If buhari represents the northern muslims and tinubu represents southern muslims, a disagreement in the issue of hijab may affect the APC party.
