davefurn: Actually, you're right. Even here in SA (with a big health budget), USAID funds a notable portion of the health budget, especially retroviral drugs, without USAID, it would be very expensive since it's a large program. 3 Likes |

GreenandGold:Not true actually. PEPFAR, the US programme for ARVs, covers 15% of SA's total spend for HIV drugs. 85% comes from our hard-earned taxes. That's why when Trump tried to say in 2017 that the funds couldn't be used in facilities that also provide abortion services, Minister Motsoaledi could tell them to go jump with their conditions, as 85% is self-funded. 1 Like |

Lurker4Long: Bro, PEPFAR is a USAID program.. SA funds 80%, not 85%, the rest is covered by donours like USAID. So let's say 15% comes from USAID, that would be R3.5bn per year... That R3.5bn would have to be sourced from somewhere else, in most cases in SA that would mean cutting down on the SANDF budget. |
Re: African Militaries/ Security Services Strictly Photos Only And Videos Thread by Lurker4Long: 8:32am On Dec 17, 2022 |
GreenandGold:"without USAID, it would be very expensive since it's a large program" This is what I quibble with. R3.5bn is a pittance when looking at the total health budget. Our problem is not shortage of funds, it's wastage of funds. Hell, just this week Tembisa Hospital alone is in the news for pissing away R1 billion. |
Re: African Militaries/ Security Services Strictly Photos Only And Videos Thread by GreenandGold: 9:13am On Dec 17, 2022 |
Lurker4Long: R3.5bn is not a pittance, if that amount would be taken from the SANDF to fund a shortage in the ARV program in the DoH, the SANDF would be grounded...and trust me, the DoH would NEVER balance their books to free-up that amount without politians considering sacrefising their favourate lamb, the SANDF. |
Re: African Militaries/ Security Services Strictly Photos Only And Videos Thread by Lurker4Long: 9:32am On Dec 17, 2022 |
GreenandGold:How much do the corrupt incompetents piss away every year, across the board? Read the AG reports and weep. We as taxpayers are not getting bang for our buck. And yes, R3.5bn in a R1.2trn budget is an accounting rounding error. |
Re: African Militaries/ Security Services Strictly Photos Only And Videos Thread by GreenandGold: 9:58am On Dec 17, 2022 |
Lurker4Long: The corruption won't stop, unfortunately, it has been factored in on the budget. So should the HoD have a shortfall R3.5bn because the USAID withdrew funds, where do you think they will get it from? Cuts on the SANDF! |

GreenandGold:You seem fixated with this R3.5bn pocket change from American taxpayers. If the wankers pretending to run our country actually did their fucking jobs and husbanded properly our hard-earned taxes, we wouldn't be arguing over this embarrassing pittance/charity. From the latest AG reports, yours and my money frittered away (I haven't even included the crime scene that is SOEs:

GreenandGold:We both agree the SANDF is underfunded, but, well nigh impossible to convince Treasury to allocate more money when the AG says you're careless even with the little you have.

Lurker4Long:Same here in Nigeria, each state government contributes 1% of their monthly federal allocation; not even calculating the money federal government brings from their pockets.... As of 2017, we have increased funding to 730m dollars from pittance 70 million or so;....
