From your budget, i'll advise that you forget about Ivy league schools and even some public Ivy league schools. There are still loads of schools that fall into that range of tuition and they're mostly public schools. Try the University of Maryland, College Park, Morgan State University(HBCU), Eastern Illinois University, Kennesaw State University etc. I'll advise that you also consider Canada and Australia. I'm not sure about the UK. They're very expensive and are not worth the stress.
