My first move as President would be to fire all heads of service Nationwide. All heads of F.G Parastatals, their assistants and secretaries.. Then have the military take over all these ministries and parastatals...

NEXT:: KPMG|Alaexander Forbes and many more audit firms will come in and go through all these ministries and their activities within the last 10 years.. All transactions will be checked and double checked. Any office that mysteriously gets burnt again this time around, all those incharge would be jailed and some even killed.

EFCC:: The law establishing them would be re-visited and upgraded with an aim to giving them more powers and closing all the loopholes that these perps use in escaping justice. Even the EFCC will be probed as well..

TRANSPARENCY:: Every Ministry will have a website where monies allocated to them would be published and how they spent it as well would be published. No more backyard business. If the Ministry of Works has given a Contract to Julius Berger to Lagos - Ibadan Expressway, then the signed Contract document and all attachments must be clearly put on the site so that Nigerians can fully vet the contract, the clauses attached, the cost and the duration of work. The way the contract was awarded as well must be shown including all the bidders, their bids and the Call-for-Tender process. All monies spent must be fully accounted for.. Any discrepancies will be immediately red flagged and that job investigated.

THE POLICE:: There will be a new entry requirement for joining the Police. Aptitude tests will be conducted for the current batch of officers in the Police by an independent Examination body like DRAGNET or so. All those found wanting will be immediately retired, paid a severance wage and sent off.. New recruitment into the Police would begin Nationwide with the view of enhancing the calibre of Men and Women that work as Officers. The Police would receive better funding for Stations, welfare and equipment. Regular courses would be organized for all cadre of officers to enhance their skills in their various departments. All AK-47s would be withdrawn from regular Police officers and replaced with standard 9 millimeter Beretta pistols. All officers would be properly equipped with a Proper badge (with Identification numbers which must be worn at all times), pepper spray, handcuffs, batons and stun guns.

EDUCATION:: The UNIVERSAL BASIC EDUCATION scheme would be enhanced and enforced.. All Children must receive proper basic education and it will be free. Free up till Senior Secondary school. Technical schools would be built Nationwide to enhance the skills of Nigerians. Every craft and skill would be thought by professionals from Asia and europe in order to acquaint the Nigerian technician with the latest technology available in their chosen skill.

Nigerian Universities would be made autonomous. The Federal Government shall no longer be responsible for the running of Universities in the country. All University's would be at liberty to set it own standards, wages and other things.. The FG would only regulate and accredit these Universities. Students who cant afford to school abroad shall be put on a merit scholarship programme by the F.G. Loans would also be made available to students.

DATA BASE & I.T Technology:: All the Databases of all the various government bodies would be collected and harmonised to achieve a single Data bank that all other agencies can pull from. So the National I.D card data base, the National Passport Database, the Drivers Licence Database, the Plate Number Database, the Police Database, the Banking Sector Database, e.t.c would be pulled together and harmonized. All Hospitals would also be required to register the birth and deaths of all Nigerians in the same Database for record purposes.

No more Paperwork alone in Nigeria.. Everything must be stored in a Databank. Enough of all these stories of missing files and burnt down records offices.

Roads.. I will bring back Tollgates to all Federal Roads. All the Federal roads would be concessioned under a very tight agreement of BUILD|OPERATE|MAINTAIN|& TRANSFER.. The Companies would be given the spec of the Roads by the Federal Government (Which will include streetlights and Covered|underground drainages.. The FG will only be incharge of monitoring impplementation of these agreements..

Either FERMA or the MINISTRY OF WORKS will be closed down, as I think they both duplicate functions.

RAILWAYS:: The current railways in the country would continue to be revamped with an ultimate objective of opening up the Railway to private investors.. The government would not be responsible for the Trains &|or the train tracks.. The F.G would only be incharge of Monitoring and collecting Taxes from operators.

POWER:: The current Privatization plan of the F.G would continue and be enhanced..

EMPLOYMENT: First and foremost, as President, I will sanitize the Tax system currently being run in the country. The Tax system is killing off new businesses and does not encourage enterprenuers to grow. There shall bo no more multiple taxations like: Local government tax, sanitation Levy, Building Levy, Signboard levy, Advertisement Levy, Waste basket sticker, VIO sticker, Police Sticker, Vigilante permit, State government Permit, National association of God-Knows-What permit, e.t.c.. NO MORE SHIIT LIKE THAT... There shall be just 1 or 2 harmonised tax to pay and nothing else. This would encourage new businesses to thrive.

Also the system of obtaining Loans from banks would be simplified as best as possible..

Incentives would be given to new businesses coming into Nigeria especially those that would be investing in renewable|sustainable commodities such as Forestry, Agriculture, Fisheries, Tourism, e.t.c.. Incentives like Tax breaks, e.t.c..

Well said, however, you haven't included the concept of industrialization: Industries/factories to harness and process all mineral deposits and occurrences in all states of the federation will bring about the needs to build more roads, amenities like hospitals, stadia, etc...
It will encourage foreign and local investors, what about need for more federal offices? very imminent; offices such as the police, civil defence corps, immigration, navy, even the army will be needed, CAC offices, ministries of works and housing, FCDA ETC. In-fact all ministries will be ubiquitous. In essence, what I'm dragging at is employment generation, which will technically reduce crimes like kidnapping, extortion, improve the standard of living etc.

I am not a believer in this present system of employment generation where the Government just opens ministries and offices and what have you and recruit people to come in and do nothing.. Instead of opning more offices, I will close down some sef.
