What is your problem,have never heard of global consumption.

Fossil fuels is running OUT very quickly meaning prices are meant to rise with IT quickly.If not for Obasanjo and his intimidating ways Nigerians will be buying oil at around 250 naira. OBJ made it very clear to the IMF when he was in France,and I was there at the conference spectating the issues as an economist in training.
