Why does NEPA(PHCN) take light when it's raining?
I feel so sick to always see NEPA (PHCN) taking light when ever rain drops. Is it a government policy or they were trained to always do that. Do other countries practice same? I guess not .

In addition to the above quote, let me tell you what happened on Saturday, September 28, 2013. This was an environmental sanitation day and everybody was indoors as it rained heavily for about 4 hours. Suddenly, there was a thunder strike so loud that I have never seen anyone so loud and so strong like that before. Meanwhile, there was no electricity supply during the rainfall. The thunder strike destroyed the electric stabilizer for my refridgerator, my DSTV decoder, nokia phone charger, LG Home Theatre and a bulb. The same thing happened in other departments within the compound.

Only God knows what would have happened had there been electricity supply.
