let's assume there's a guy who's really confused (we'll call him confused guy), and he needs answers to two seemingly difficult questions ("what is" and "what is not" . Now the answers to these questions can only be provided by two guys (guys A &B).. here's their reply

guy A: that that is, is.
guy B(quickly chips in): that that is not, is not.
confused guy (surprised at how easy the answer was) : is that it ?
guys A & B : it is.


i think this scenario is the most understandable,... until proven wrong.

But I believe the punctuations can be placed in other ways.

Look at this one;

I believe this was discussed earlier on this thread.
We don't know for certain but the general consensus is that it's to divert the pressure that students that haven't been admitted have been mounting on the Deans.
