The men who are given the mandate to protect lives, right and properties are either instinctively aware that the image of the larger society rest on their shoulders or have over the years mastered, in theoretical and practical terms, the duties assigned to them.

Such police believe and work for crime prevention, and the use of force to quell the crime could only be a last resort. An important technique in their playbook is to identify, isolate and peacefully
confront the bad guy telling him "we are watching you!". The Sheriff in charge of a small town somewhere in Texas would rather walk up to a stranger with criminal tendencies to advise him to leave town.

Whereas profiling is perceived as discriminatory in some quarters, its a potent crime fighting tool in the hands of the Italian police. Here, new members of immigrant communities are isolated based on preference for features that are characteristics of criminally prone individuals. Certain plain cloths officers are then assigned to give them signals that says: 'don't even think about it, because the police is watching you'.
