Liberation and Sharks could be used as base camps or training venues.
From latest development, as the NPFL starts today, Dolphins will be hosting Kwara United in the new stadium. Sharks will also be hosting new league entrants Shining Stars in the same stadium while the Liberation stadium undergoes renovation. It looks like that will be the case for a while.

Rebuild the National Stadium in Surulere and use 6 stadiums

Abuja 60K seater
Lagos 45K seater
Akwa Ibom 30K seater
Rivers 38K seater
Jos 44K seater
Kaduna 30K seater

I agree that the Lagos national stadium should be knocked down; and in its place a 50k-60k football-specific arena should be built.

Nigeria can also bid for the 2023 Women's World Cup, using 6 or 7 stadia.

If any new stadium is to be built in Lagos, Its capacity should be greater than Abuja 60,000. Lagos should host the biggest and best stadium in Africa.
