(THEWILL) – The Senior Special Assistant to
the President on Public Affairs, Dr. Doyin
Okupe, on Wednesday, declared that there is
no victor, no vanquished in the current
struggle between the Federal Government and
members of the Academic Staff Union of
Universities (ASUU).
He therefore pleaded with the union to resume
duties, saying the Federal Government is
committed to fulfilling the agreement reached
with the lecturers.
Declaring this at a media briefing in Abuja,
Okupe said :‘’It has become necessary for us to
show proof to the Nigerian public confirming
our earlier statement that following the
Presidential intervention on the ongoing strike
by Nigerian University lecturers, President
Goodluck Jonathan gave the required
instructions to ensure the fulfillment of what
was agreed with the Academic Staff Union of
Universities.’’
According to Okupe, ‘’On the 13th of
November 2013, the office of the Accountant
General of the Federation authorised the
banking and payment system department of the
Central Bank of Nigeria via a letter with
reference number FD/OAGF/220/
ADC/1/4DF to open a “revitalisation of
Universities Infrastructural Account” with the
CBN.
‘’On the 29th of November, 2013, the CBN
confirmed in a letter reference BPSD/BSD/
CON VOL 17/088 to the Accountant General
of the Federation that the said account had
been opened and an account number was given.
‘’Prior to all these, the Director of Funds in
the Office of the Accountant General of the
Federation MK DIKWA, through a letter
reference FD/LP2008/37/C/I/DF dated 8th
of November communicated with the Executive
Secretary of the Nigeria Universities
Commission requesting for the list of Federal
Universities in Nigeria for the purpose of
opening a Special Account for them.
‘’On the 12th November, 2013, the NUC
through the office of the Executive Secretary,
Prof Julius Okojie in a letter reference NUC/
ES/444/VOL15/280 responded to the
request and gave the list of the Universities
with their various account numbers domiciled
with the CBN.
‘’Following this, the Accountant General has
communicated with the Executive Secretary
requesting for the details of amount payable to
each of the listed universities which is
currently being processed by the NUC.
‘’I state categorically that I have personally seen
the balance in the account as of today and
confirm that it contains the requisite amount

going administrative processes are sorted out.’’

that the President and this administration have
no credibility issues whatsoever. Mr. President
has always honored his words and obligations
to the Nigerian people as and at when due.

ASUU Strike: Presidency Provides "Proof" Of Payment Of N200bn Into Designated CBN Account

The presidency on Wednesday laboured to prove it has actually paid the sum of N200bn into an account with the Central Bank of Nigeria designated for funding the nation’s comatose universities.

The Senior Special Assistant to President Goodluck Jonathan on Public Affairs, Dr. Doyin Okupe, said at a press briefing in Abuja that the account, a “revitalization of Universities Infrastructural Account,” was authorized by the office of the Accountant General of the Federation on November 13.

Arguing that there were enough reasons for the nation’s striking university lecturers to return to the classroom, Okupe said, “I state categorically that I have personally seen the balance in the account as of today and confirm that it contains the requisite amount and disbursement will commence as soon as on going administrative processes are sorted out.”

He said he wanted to re-affirm that the President and the administration have no credibility issues whatsoever.

“Mr. President has always honored his words and obligations to the Nigerian people as and at when due,” he said.

Okupe dismissed the four items mentioned by ASUU as preconditions for calling off the strike, stating that none of them “remain substantially pending or weighty enough to justify” the continuation of the strike even one day longer.

“Having come this far, we believe it is time that we all come together once again as major stakeholders in the affairs of the country and the educational sector in particular to move on and begin to chart a new course for advancing the sector and improving the standard of our institutions for higher learning,” he said. “There are no victor or vanquished in this protracted disagreement.”

The federal government last week indicated it would fire the striking teachers today, but ASUU yesterday ignored the threat, opting to continue.

ASUU Stronghold, OAU Resumes Sunday

Authorities of Obafemi Awolowo Unibversity, Ile-Ife has directed its students to resume on Sunday.This was contained in a statement by the Public Relations Officer of
OAU, Mr. Biodun Olarewaju on Wednesday.
He noted that lectures would commence immediately after the resumption. Students of the university narrowly escaped not completing their Harmattan Semester exams when the strike began in July. It was gathered that the university was lagging a semester compared to
other federal universities in the country.
The statement read, “The authorities of the Obafemi Awolowo University, Ile-Ife, have announced Sunday, 8th December, 2013 as the resumption date for the 2012/ 2013 rain semester.
“Accordingly, students of the university are expected to come into residence on the above date as lectures will commence immediately.”

Fynestboi: ASUU Stronghold, OAU Resumes Sunday

Authorities of Obafemi Awolowo Unibversity, Ile-Ife has directed its students to resume on Sunday.This was contained in a statement by the Public Relations Officer of
OAU, Mr. Biodun Olarewaju on Wednesday.
He noted that lectures would commence immediately after the resumption. Students of the university narrowly escaped not completing their Harmattan Semester exams when the strike began in July. It was gathered that the university was lagging a semester compared to
other federal universities in the country.
The statement read, “The authorities of the Obafemi Awolowo University, Ile-Ife, have announced Sunday, 8th December, 2013 as the resumption date for the 2012/ 2013 rain semester.
“Accordingly, students of the university are expected to come into residence on the above date as lectures will commence immediately.”

President of the Academic Staff Union of
Universities (ASUU), Dr. Nasir Isa Fagge,
yesterday advised the government to write a
letter informing the union of the deposited
N200 billion.
The N200 billion is part of the N1.3 trillion
demanded by ASUU which was agreed will
be paid within six years between this year
and 2018.
Government also promised that the funds
will be ring-faced.
Reacting to the Presidency’s claim that
N200billon had been deposited with the
CBN for onward distribution to the
universities, Fagge in a telephone interview
last night said government should follow the
due process and stop briefing reporters
instead of writing to ASUU.
He said the letter should contain
government’s response to the remaining
three of the four conditions given by the
union which are: That the renegotiation of
the 2009 agreement in 2014 be included in
the final document as agreed at the
discussion with the President;
•That a non-victimisation clause which is
normally captured in all interactions of this
nature be included in the final document;
•And that a new Memorandum of
Understanding shall be validly endorsed,
signed by a representative of government,
preferably the Attorney General of the
Federation and a representative of ASUU,
with the President of the Nigeria Labour
Congress (NLC) as a witness.
“Informing the media when an official letter
has not been written to ASUU is a wasted
effort. Government should write ASUU
officially informing the union of the
deposited N200 billion. We are not fools.
Government should be able to follow the
due process.
“We do not want to leave anything to
chances. We understand English and the
tactics more than government. After that
official letter to ASUU is written containing
the remaining three agreed positions, ASUU
can respond and decide on when to call off
the strike. Nobody can intimidate us.
