Looking at the building from the roofing to the design u can safely guess it was built by an old money bag in the early 90's,probably a politician or business man, likely no longer alive with many children who most likely are not interested in keeping the property,best thing sell it off. Doesn't look like scam or fetish to me,if u're interested go check it out most likely negotiable.
