The contractors handling the Abuja-Kaduna rail project, China Civil Engineering Construction said 70 percent of the construction works has been achieved in the last three years.

It assured it will deliver the job in December 2014.

The representative of CCECC, James Lee declared this on Saturday while briefing members of the National Good Governance Tour during an inspection of the Jere Section of the rail line.

He said the project did not suffer setbacks as there was no land acquisition problem on the 186 kilometer of land being used to implement the project.

The Federal Director of Railways, Engr. Barau Gafar said that the project was initially awarded in 2006 to run from Lagos to Kano.

He however informed that government decided to segment it to six parts namely Lagos to Ibadan, Ibadan to Ilorin, Ilorin to Minna, Minna to Abuja, Abuja to Kaduna.

The director equally revealed that government decided to commence with two segments which are Lagos to Ibadan and Abuja to Kaduna.

"We started Abuja to Kaduna in the year 2010 precisely. The contract was awarded to CCECC at total cost of 849 million US dollars," he said.

He said when completed, trains would run at a speed of 120km to 150 km per hour, and anyone living in Kaduna will traverse to Abuja in approximately 45 minutes to one hour.

Also speaking, the NUJ President, Mohammed Garba noted that the implementation of the project is enjoying funding from the Subsidy Reinvestment and Empowerment Programme (SURE-P).

"I remember that we (members of the railways committee) came here about two months ago on inspection and believe you me, coming here today, I have seen a lot of progress on this project," Garba stated.

Good job... I saw parts of d projects on NTA News yterday, along with other huge projects like d Gurara (hope I got d spelling right) Multipurpose dam and d new Kaduna Power Plant been constructed.... By d way, thank God for SURE-P. ALL d Physical projects SURE-P is handling are making sense and been delivered at a FAST pace (except for Onitsha-Enugu Rd, which is still slow): Lagos-Kano narrow Railline, PH-Enugu-Maiduguri narrow Railline, Benin-Ore Rd, Abuja-Lokoja Rd Dualisation, Kano-Maiduguri Dualisation, East-West Rd, etc etc.

taharqa, you know there a lot of projects ongoing. cool By the way, I have it on good authority that when MMA Lagos is re-opened, it will shock many people. From the grapevine, the re-modelling and expansion of the airport makes it look a totally different place from the old MMA.

Lagos - Some stakeholders in the maritime industry have urged the Federal Government to encourage more people to use the rail to transport their goods from the sea ports.


The port operators told newsmen in separate interviews in Lagos that haulage by train would reduce the cost of transportation and road accidents.


According to reports the Nigerian Railway Corporation (NRC) recently acquired 40 tank wagons for haulage of petroleum products and increased its locomotives to 200.


Mr. Fidelis Elija, Managing Director, Siaemf International Ltd., said that more train service at the ports would reduce vehicular traffic gridlock in the area.


Elija, whose company is into freight forwarding, also urged government to construct rail tracks in other parts of the country that had not benefitted from the dividend of good governance.


“If people in the East and South-South begin to receive or transport their goods through the rail, the cost of products will drop,’’ Elija said.


Mr. Emmanuel Obong, the State Director of Flour Mills, said that the company moved seven wagons of wheat to Kano in October.


“We started the transportation of goods with three tank wagons. As we increase the wagons, the time the goods are delivered to our clients is faster.''


“The improvement to us is unprecedented. We believe that the government will make freight services more readily available across the country,” Obong said.


Mr. Mike Jukwe, Registrar, Council for the Regulation of Freight Forwarding in Nigeria (CRFFN), said that the Ministry of Transportation was making efforts to extend freight services to Makurdi, Port Harcourt and Maiduguri.


Jukwe said that the nation’s economy would improve as soon as more rail tracks were provided across the country.


“It is cheaper, safer and more convenient. The Lagos to Kano track is working effectively and we know that government is making efforts to increase it,’’ he said.


Mr. David Ndakotsu, NRC Assistant Director, Public Relations, also confirmed that the new tank wagons were now conveying petroleum products and other goods twice a week for companies based on customer’s demand.

Saving it for future reference is of no use. What OBJ awarded in 2006 was Lagos to Kano railway. Just like the Second Niger Bridge OBJ also awarded in 2007, NO WORK was done on the project. Everything remained on paper. Yar Adua came and made matters worse by cancelling the PAPER works for the project. Yar Adua said there was no fund to do the project as conceptualised by OBJ. In 2010, the project was awarded again but not in the same form OBJ awarded it in 2006. It was now broken into sections. What is reported here is the Abuja-Kaduna section. But like I always say, bottomline is getting the JOB DONE. Award of contracts with NO work done is DEAD.

Why do you reason like a kid? If it was awarded in 2006, what does that mean> Does that give OBJ some credit or actually indicts him? Isnt it an indictment on OBJ that he couldnt really do anything tangible in the rail sector for 8 years. OBJ never fixed any of the major infrastructure in Nigeria for 8 good years. Power, Health, Education, Agric, Transport, Roads. He didnt fix any of them for 8 good years. But in less than 3 years, GEJ has fixed so much and is still fixing stuff. By GEJ's 5th year, people will literarily begin to rain curses on OBJ and all other past leaders. Youcan take that to the bank

The post was not to eulogise obasanjo, but to made known the project has started before GEJ's administration. Of course Labaran Maku said the project couldn't be completed due to lack of fund!

Forget dem say, dem say. Lets deal with FACTS. Labaran Maku may have been refering to PAPER work. But I and many Nigerians care about work on GROUND, not paper work. If you insist that work was done between 2006 and May 2007, kindly tell us what percentage of work was DONE and WHERE. Was it in Lagos, Ibadan, Minna, Abuja, Kaduna, Kano or in OBJ's bedroom.

New rail project to begin with Lagos-Ibadan phase

THE first phase of the $8.3 billion Lagos- Kano rail project may soon take-off, covering the stretch from the former federal capital city to Ibadan.

The second phase, according to a PROPOSAL submitted to the Federal Government by the contactor-China Civil Engineering Company (CCECC) will run from Ibadan to Minna, Abuja and Kaduna.

The COMMENCEMENT date of the project, according to a source from the ministry of Transport, is still AWAITING official approval.

The Chief Coordinator of the project, Karl Leo, explained yesterday, that the proposed phased construction is based on a request from the Federal Ministry of Transport.

EXECUTION of the $8.3billion project had been STALLED for over a year, the Federal Government was initially contemplating terminating the contract and re-awarding it to another construction firm, until it discovered that the project could not be terminated because the agreement demands that Nigeria would have to pay a fine of $1.4 billion, if it decides to breach the pact.

The first phase of the contract awarded to the CCECC covers a 1,315-kilometre double track standard gauge rail line. It is divided into five segments and cost $8.3 billion, excluding administrative and consultancy costs.

At the take-off of the project at Kajola, IFO Local Council of Ogun State in NOVEMBER 2006, former President Olusegun Obasanjo had given its completion period as “the next 48 months.”

But due to funding constraints, a technical committee was raised by President Umaru Yar’Adua, via a memo dated August 13, 2007, with a mandate to review the project conception; examine the contracts between the government, the CCECC and Technical Engineering Architecture Marketing (TEAM).
Leo, who confirmed the development in an interview with The Guardian yesterday, said: “Regarding the Lagos-Kano railway project, we have submitted a phased-implementation proposal as requested by the Federal Ministry of Transport. That is Lagos-Ibadan, Minna-Abuja-Kaduna. We are still waiting for the FMT (Federal Ministry of Transport) to tell us (CCECC) what to do next.”

He explained that the construction firm was willing to join hands with the Federal Government in its efforts to reposition the rail sector. “As far as railway projects are concerned, we always have interest to participate in other proposed projects, since we are experts in railway construction.

But, a source in the Ministry of Transport yesterday, identified funding as the “major threat” to the project.

The Federal Government recently said its hands were tied over the Lagos-Kano rail project, whose contract was awarded CCECC during the Olusegun Obasanjo administration.
Minister of Transportation, Ibrahim Biu explained recently at a public hearing on railways modernisation conducted by the House of Representatives Committee on Land Transport that the Chinese firm had in the contract, agreed to provide $2.5 billion, out of which $1.2 billion was supposed to be dedicated as soft loan to Nigeria.

The company, according to Biu later reneged on the agreement as it said it could only provide $500 million, and advised the Nigerian government to source the balance from Chinese banks

Labaran Maku knows about this project and had been briefed by the ministers involved at the meeting before going to brief the press after that weekly FEC meeting. Are you trying to say the ministers involved didn't make an investigation on the state of the project before briefing the minister of information?

Nigerian Workers may soon be able to live in Kaduna and come to work in Abuja, when the Abuja-Kaduna rail track is completed.

This was disclosed by the Minister of Transport, Idris Umar, while briefing journalists after the weekly Federal Executive Council meeting which was chaired by President Goodluck Jonathan.

The FG had in July this year commissioned the Abuja (Idu)-Kaduna Standard Gauge Railway Modernisation Project costing $874.308 million (about N136.392 billion) with a completion period of 48 months.

According to Umar, the rail track which is currently an 68% completion level stage can move at an average of 150 kilometres per hour covering the distance to Abuja in two hours.

"Because of the gauge some people might decide to stay in Kaduna and come to work in Abuja, because the train can move an average of 150 to 170kph. So we do believe that the train can move from Kaduna to Abuja in a space of less than two hours. Workers can choose to come to work in Abuja and then go back to Kaduna the same day," he said.

The minister also announced the commencement of the movement of container traffic by rail from APM terminal Apapa Port Complex, Lagos to Kaduna and Kano for a logistic company, inland container Nigeria Limited.

He also said at the commissioning which is to be done next, week, the FG will also take delivery of and commission four 1800 horse power locomotives with engines manufactured in China which were acquired by the Nigerian railway corporation.

"We are equally going to take delivery and commission two 100tonnes telescopic railway cranes manufactured in Germany also acquired by the Nigerian Railway Corporation" he added.

Also speaking at the briefing the Minister of Information, Labaran Maku said Council had also received briefings from different ministers on the state of ongoing and completed projects across the country.

He said seven of the ten new power plants, which were being constructed, were now ready for commissioning adding that this will definitely boost electricity supply.

"The information came when the VP was reviewing some of the improvements in the power sector. This means that by next year Nigerians will enjoy relatively stable power supply," he said.

He added that 150 of the 220 of injection of substations that were being constructed across the country are also ready.

The information minister also said all the grain silos that were being constructed across the country have also been completed to give Nigeria the food security.

He added that 30 FG roads were waiting commissioning across the country and about seven airports that were undergoing rehabilitation were now also ready for commissioning.

What happens when you get off the train? will you walk to work or hustle to catch a bus or trek to work and will it affordable? If you live in Kaduna but work in Abuja how much is your take home pay?
That being said, compare that to South Africa's railway transportation.
