Job Description

Before Handover to OML130 Field Operations:
The Port facility security officer (PFSO) is responsible for all security matters regarding the CLIENT FPSO during integration at SHI-MCI Yard. These include but not limited to the followings:

# Conduct an initial Port facility security Assessment (PFSA) and Port facility security plan (PFSP) toward arrival of CLIENT FPSO.

# Develop CLIENT FPSO Security operations Procedure (SOP) and security Management plan(SMP) for review by CLIENT PMT/ DW Security Dept.

# Facilitate firm access control measures, effective security screening and induction of personnel into the FPSO including measures to curtail offshore prohibited items from time to time.

# Ensure high level of EPOB compliance on board the FPSO.

# Ensure timely reporting of incidents/anomaly to CLIENT PMT, and conduct a detailed investigation with appropriate recommendations to forestall re-occurrence.

# Regularly advise CLIENT PMT Security lead on measures to reduce exposure of personnel and assets to security Risks.

# Initiate processes to ensure cordial security interface between the assets and stakeholders.

# He shall report to OIM/RSES onboard the FPSO and CLIENT PMT and, maintains synergy with SHI-MCI CPY Site Representative (CSR).

# Implement all measures designed to protect the FPSO, exporting tankers, supply vessels, persons and cargo from the risk of security incident.

# Liaise with appropriate port authority and other governmental officials regarding security matters.
Supervise the security infrastructure on the FPSO and its immediate surroundings.

# Working closely with all stakeholders to address security concerns that can impact on the FPSO.

# Assisting the Port Security Officer (PSO) as required in performing all security-related activities.

# Supervision of security trainings and record keeping process onboard the FPSO.

# Dissemination of security information to employees, respective exporting tankers and contractors on as as-needed basis.

# Enforcement of security guidelines and regulations.

# Providing the PSO with all necessary information required to comply with the security plan.

# Implementation and exercise the PFSP.

# Liaising with the Chief Security Officers of all vessels in the field in the execution of the Declaration of Security.

# Assisting the Port Security Officers in confirming the identity of those seeking to board the ship when requested.

# Ensuring that security equipments are properly operated, calibrated and maintained.

#Coordinating lockdown of the FPSO during emergencies.

# Preparation of security requirements and specifications for CLIENT Project onshore and offshore activities and facilities.

# Ensuring that all Project personnel are aware of security procedures and apply the procedures accordingly.

# Managing the interfaces and collaboration between Project Security, Contractor Security and CLIENT/ Group Corporate Security.

# Assess vulnerability and risks to CLIENT Project offshore & onshore facilities through surveys / audits (CLIENT and Contractors sites); identify security problems and provide countermeasures. Identify and propose systems to effectively reduce security risks.

# Liaise with all Packages for full implementation of security measures defined in the security concept during FPSO design. (compatible also with the basic design and the fabrication schedule and with the safety.


Job Requirements

-BSc/BA or equivalent
-ISPS Code specialist
-Certified PFSO (Port Facility Security Officer)
-Experience in maritime industry and security
-Local knowledge of the environment
-Experience in Oil and Gas facilities at supervisory level
-Preferably retired navy officer of 7 years experience.

Usually you are expected to pay a certain amount of money, Submit your credentials and also write a research paper in any area of interest; you will be interviewed before you are cleared for induction.

Nice thread here! Please keep up the good work.

However, what advice can you give a fresh Urban and Regional Planning graduate awaiting service on the best HSE career part to follow.
Though, while in school, I was opportuned to undergo few courses in Disaster Risk management, Environmental Impact assessment and Geographical Information Science, which all fall under the sphere of Environmental management. My undergraduate thesis also centered on Environmental Health.

Also, I stumbled on Novelle site. I got to know that they offers HSE 1, 2, 3 certification courses approved by UK SHE. Based on one of the expert here insistence on joining ISPON/NISP first before going further in HSE career, I wanna ask, is the certificate issued by UK SHE on HSE 1, 2, 3 equivalent to one issued by ISPON and is it recongnise by ISPON (will it be considered when one want to join ISPON in any of their membership cadre).

Personally, I prefer HSE courses toward obtaining UK SHE flouted by Novelle because the course structure is more organised, well structured, globally recognised and a little bit cheap too (it is around $150).

I have mentioned earlier the importance of getting professional qualifications. I might not understand your meaning of ''Work Well'' but please note the reasons for getting professional trainings/course.

1. To get professionally accepted for practice- Based on existing laws and guidelines
2. To acquire new knowledge/skills- based on what one does not know, needs to know and what the trainer can offer
3. To refresh past knowledge/skills- Based on what one has forgotten or areas one needs to refresh knowledge and skills

So the question you should ask is will these courses give you any of these advantages? If yes, then please go ahead and do them. raining shouldn't be done just because it would help you get a job. Unfortunately training costs money and as such financial needs are there which can be solved by being gainfully employed. However, I have seen employed people then do not even have time to train themselves. Even when they have time, they still don't want to spend the money.

ISO14000/ISO 14001

ISO 14001 is one of the series of standards under the ISO 14000 SERIES. ISO 14000 is a series of environmental management standards developed and published by the International Organization for Standardization ( ISO ) for organizations. The ISO 14000 standards provide a guideline or framework for organizations that need to systematize and improve their environmental management efforts in reducing their environmental footprint and operating in an environmentally sustainable manner.

Here is a list of some of the series under 14000:
-ISO 14001: Environmental Management Systems - Specification with guidance for use.
-ISO 14004: Environmental Management Systems - General guidelines on principles, systems.
-ISO 14010, 14011 and 14012: Guidelines for environmental auditing.
-ISO 14020, 14021, and 14024: Environmental Labels and Declarations.
-ISO 14031 and 14032: Environmental Management - Environmental Performance Evaluation (EPE).

OHSAS 18001

Please note that OSHAS 18001 was First Published in 1999. It is the first Health and Safety Management System Standard implemented globally. It was revised and re-issued in July 2007 and Later adopted as a British Standard.

NOTE HOWEVER THAT OSHAS 18001 is migrating to the new ISO 45001. So please instead of doing a course titled OHSAS 18001, Look for ISO 45001 and do that. By the initial timeline the migration from OHSAS 18001 to ISO 45001 should have commenced this year. I am currently unaware of the status of this migration.

Please, if you can, find a course on ISO 45001 and do this. It would professionally pay you better.
