When on Tuesday the 18th of March 2014 Hon. Abike Dabiri –Erewa laid before the House of Representatives a petition written by one Odoh Ifeayin, praying it to investigate the unfavorable condition of service of Nigeria Staff employed at Hauwei Technologies with a view to ensuring justice, not many of these members would have at that material time imagined the gravity of the dehumanization of their fellow compatriots in their own country by the said company, nor would they have imagined the conspiracy between the company and some faceless top government officials.

To legal minds, conspiracy is an agreement by two or more persons to commit an unlawful act coupled with intent to achieve the agreement objective and that appears to be what is playing out between Huawei Technologies Nigeria Ltd who from investigation draws support from some corrupt, unscrupulous, and unpatriotic top government officials to unleash mayhem on their local staffers- Nigerians.

In their perfidious acts, they seem to be oblivious of Labour laws and guidelines particularly those that deal with decent work, improving peace among classes, pursue justice for workers and provision of technical assistances.

Unfortunately, most foreign concerns that do one form of business or the other in Nigeria are never known to conform to these provisions for their local staff. With awesome impunity, Nigerians in their employ are treated as second class workers while equally subjecting them to all manner of dehumanizing treatments.

The Government and the various agencies that are saddled with the responsibilities to checkmating these anomalies is reek in corruption, preferring to satisfy their culinary interest at the detriment of those whose interest they were expected to protect in the first instance.

Investigation and interface with some workers at Huawei Technologies Nigeria ltd that has offices dotted in some major cities of Nigeria, is quite shocking and alarming more so when it is recalled that it is happening right here in Nigeria and that is because these privileged foreign nationals are merely capitalizing on the inept government agencies who permits the transformation of these Chinese into slave masters and lords of the manor overnight.

It is with mix feelings that in the present day Nigeria and fifteen years down the line into the democratic experiment, Nigerians are working in companies that are nothing but slave camps under the nose of a supposedly democratic government.

Nigerians in their millions would have been shut out of the activities of these Chinese “overlords” but for a  petition dated 27th February 2014  by some of the traumatized workers directed to the office of the Hon. Abike Dabiri Erewa Chairperson House of Representatives Committee on Diaspora and acknowledge  on the 4th of March 2014 ‘they drew the attention of the Honourable Member to what they described as “Unfavourable Condition of Service and increasing cases of replacement of Nigerians with illegal Chinese immigrants at Huawei Technologies Limited.

They bemoaned the unfortunate situation where Nigerians are treated like slaves by these foreign companies operating in the country, stressing that it is unacceptable that Nigerians are often times made to take the fall of grievous mistakes of foreigners in their place of work.

Huawei Technologies from China is the leading telecommunication vendor in Nigeria that manages the telecom network infrastructure of telecoms operators in Nigeria. Its clients includes Etisalat, MTN, Airtel, GLO and Visafone and has offices on 2nd floor of Oriental Hotels Victoria Island, 3rd& 4th floor Oakland Center Maitama Abuja and 1st floor Etisalat office Aminu Kano Crescent Wuse 2 Abuja.

In driving home their point, they cited an occurrence whereby an Engineer employed by Huawei who has managerial capacity to maintain and monitor telecom infrastructures, assigned a lower priority number to a high priority. However unknown to the Nigerian under him, when the site had an alarm warning of a fault at the site, he treated the case as priority 5 issue according to the Operational guidelines of the office. The site supposedly a priority O site but labeled as priority 5 by the Chinese Manager, went ahead and brought down other sites attached to it.

As would be expected, an inquiry was instituted, and the Nigerian was asked why he treated the site as a priority 5 instead of priority 0, he responded that it was the instruction of the Chinese Site Manager that he adhered to showing proofs by downloading the email with the attachment where the manager labeled it as priority 5.

The board that is mainly made of Chinese nationals rather than reprimand their brother site manager, sacked the Nigerian, and his “sin” was following laid down operational rules. Sadly, they asked the Chinese site manager to effect correction while the man who carried out his instruction was sacked.

Apart from this obvious injustice, reports of situation where workers are disciplined with slap across their faces and sometimes sent reeling across the floor by vicious kicks in the full glare of public view is said to be rampant.

These types of treatment are not meted to junior staff only; even some managerial staffs are treated with all manner of disrespect. A case worthy of mention is that of Fehintola Adeosun who until he resigned his appointment, was Procurement Manager.

Stating reasons for his action in a letter dated August 17th 2014 and addressed to Similolu Adeagbo the Human Resources Manager, he alleged prejudice and unfair treatment after six years of working at various procurement levels, illegal possession of his person account statements, his official laptop tempered with on his behalf and incriminating information placed in them to indict him and other sundry acts that made his continuing in the employment no longer safe

Investigations has revealed that the officials of Huawei has penchant for disregarding the laws of Nigeria, like bringing in  unabated their nationals into the country without authentic work permit visas raising the question why the Nigeria Immigration keeps closed eyes to their activities.

The answer as to why they are behaving in that manner are not farfetched because in a situation where junior officers effect arrest of immigrants, and before one could say jack Robison, spontaneous orders are issued by some top shot in Abuja ordering the immediate release of these aliens which could have informed the bravado openly displayed that they above the law.

An incident that clearly exposes the culpability  or otherwise of some  top shots of the Immigration office  was when officers at the Immigration office located at Old Federal Secretariat, Area 1,Abuja on 2nd December, 2013,  got a report that there were illegal Chinese immigrants at Huawei Etisalat project premises located on Aminu Kano Crescent ,Wuse2,Abuja, and they promptly swung into action and two Chinese nationals were arrested who on inquiry were discovered to have entered the country without immigration papers.

It was therefore confirmation of violation of Nigerian Immigration laws They were thereafter whisked away to Nigeria Immigration Service Headquarter, Airport Road, Lugbe, Abuja, for what would have snowballed into immediate repatriation to their country.

“Government Magic” late Afro beat legend Fela Anikulapo Kuti would have screamed because contrary to expectations, the Chinese men were guest at the National Headquarters of Immigration for only 30 minutes as orders from above demanded for their immediate release and they were promptly returned back to their office. Of course they thereafter bragged and poked their fingers in the faces of Nigerians present that with or without traveling papers no Chinese nationals can be repatriated.

Investigation further revealed that the outsourced Nigerians staff are hired and fired at the whims and caprices of their Chinese overlords and those retrenched are promptly replaced with Chinese nationals most of who lacks the requisite work permits to work in Nigeria. Apart from these, unjustifiable salary deductions contrary to stated remuneration as captured in the appointment letter given to these Nigerians on appointment are a commonplace. Most affected by these anomalies, are the Field Maintenance Engineers who usually work all days of the month but are paid 20 days out station allowance. These are field engineers who work under extremely dangerous and risky condition to keep the Nigeria network on but are treated as slaves and under constant threat of sack if they dare complain as they are mockingly reminded that “you know you have no job in Nigeria, if we sack you another person comes in”.

The most worrisome part is that these categories of workers in spite of the risky nature of their jobs of climbing high rising telecommunication mast which they often do at night, under heavy down pour all in desperate bid to meet their services targets painfully have no insurance cover in the event of the unexpected and whenever they dare request for capacity building, they are refused on the grounds of the fear and suspicion that Nigerians will take over their jobs, if granted.

Huawei Technologies  are also alleged to be experts in the falsification of their companies tax records and annual reports thus denying Nigeria its due returns on tax payments, In spite of these heinous crime, they are hell bent on monopolizing the telecom sector and to achieve its aim, registered the following outfits, Rutotech International Ltd, Lightening Network Ltd  and Qualiserve  yet have continually shown in their operations in Nigeria that they have no respect for the country’s expatriate policy, the reasons adduced for their penchant to  lay off their local staffs without especially the local engineering staffs whom they observe has developed increased knowledge and understanding of Huawei equipments without any justifiable.

Their fears is however premised on the competition for higher job responsibilities between Chinese nationals and Nigerians which as should be expected gives the Chinese the upper hand, not because of their expatriate status or experience but because of their affiliation.

It is sad and appalling that Nigerians are so humiliated and treated as second class citizens by Chinese companies of Huawei Technologies Limited, ZTE, (CECC) and CGC. And without fear of contradiction heap the blame at the doorstep of government agencies like the Ministry of Interior, Ministry of Labour and Productivity, Ministry of Communication, the National Assembly, Nigeria Immigration Services who seems not perturbed about the welfare of the labour force of this nation.  It is therefore a clarion call on the Federal Government and their allied agencies to as a matter of urgencies, conduct inquiries and investigation into the activities of these Chinese companies.

Efforts of Stephen and Solomon Foundation a Non –Governmental Organization that has vowed to use its legal instruments to right the wrongs as perpetrated by these Chinese overlord is worthy of emulation. Series of correspondence has been transmitted to those who should have in the first instance been aware of these anomalies. How they respond will determine the court action the body has promised to carry out.

Commendation also goes to Hon Abike Daribi Erewa who on receipt of complaints from one Odoh Jude Ifeanyi on behalf of Nigeria staffs in the Huawei Technologies Company Nigeria Limited employment, on Tuesday 18th March, 2014 presented and laid before the House, the petition praying the House to investigate the unfavorable condition of service of the Nigeria staff, with a view to ensuring justice.

Six months down in the line, the House is yet to fully respond to the grievances of their fellow countrymen and women while the Chinese slave master continue to dehumanize their local staff unabated.

Skeptics might argue that these arguments or allegations appear wild and quite disruptive. Huawei Technologies no doubt are stupendously rich to have government and their agencies in their pockets which brings us to an all time question.

Will these workers ever get reprieve? Only time will tell.

Have we ever had a minister for labour in this country? what exactly are the duties of the ministry of labour? why do we have such cases of slavery in our own country? I am lost for words....... such a sad tale.

I must commend the good job you are doing, but again I will advise we thread with caution knowing fully well the vindictive system we operate.
The cases the writer of this post sighted are well in tune, the area where I do not seem to agree with is that of putting to pen the names of certain personalities publicly. It does not speak well of the characters going by the fact, certain person fight tactically without putting to pen there names for public consumption...Much as I know that is the coded standard globally, ours should not be an exception. The procurement manager issue you mentioned is fine, but at-least kindly take down the names mentioned and sight the character anonymously, that way we all will be free from public eyes for career sake.
I would be glad if tact could be employed here by editing the post in line with my observation.
