Yes it is possible. Actually the moral is not to stop people from using their horns completely... It is very very impossible to have a completely horn free say, but the moral is to reduce the rate at which eediots blaze their horns, create the awareness and let people know the horn is not a toy, it should be used when necessary.

It's very possible not to use the horn in Lagos. Asking this question makes it appear that Nigeria is on a different planet. There are countries with worse traffic congestion and worse drivers, yet they comply with driving regulations.

Nigeria is not on Mars or Jupiter.

Nigerians generally have conditioned themselves to believe that what works in other countries will NEVER work in Nigeria, which is why they resist change, even if it'll improve their quality of life long term.

And it's not just Nigerians at home that use the horn aggressively - it's the same with Nigerians abroad.

No. It's not possible at this time. It will only be possible at such a time when "Danfo", "Molue" and "Okada" have been phased out or banned and until people stop driving in the middle of the road. These guys are more than insane! What do you do when a "Danfo" driver parks on the road obstructing traffic and calling on passengers!? Believe me if you don't keep honking, they will sit there until their buses get filled. You cannot be totally patient in Lagos, as in waiting behind one silly "Danfo" driver to drop and pick passengers on the road without blaring your horn. What about those driving at a ridiculous low speed in the middle of the highway? I should keep following behind "like say i b escort bah"? "Una try"
