The steps are yearly increments. Graduates BSc are placed on level 8 step 2 at the point of entry cos its assumed that step 1 is for NYSC. Steps are added each year until you get your promotion to the next level.

They will all be on the same step and grade level as long as you are coming with a bachelors or masters that’s where the difference comes in
