Now to the issue of crossing,there are some factors affecting it,which include:
Your CGPA:to cross from a dept to another, you must have a very good CGPA,either first class or a strong 2.1
Courses: if you have a good CGPA and you didn't offer the compulsory courses of that dept.crossing is not feasible.
Department: both dept involved must be related somehow,either through JAMB combination or by faculty.And getting release from your department is also important,it doesn't matter if you have 7.0,if your HOD says you are going nowhere he means it,the department you are going should also be willing to accept.
Note: professional courses like MBBS,Nursing, physiotherapy, Engineering, Pharmacy, BMLS are not allowed to cross.

As lexxybooy has said,most people fall in love with their course and don't cross again.
