Hello, am currently facing the same problem and I have gone to bank to pay and its still the same issue. Now, am not able to generate new RRR for remita. Please what do you advice I do?

Kindly note that resumption date and late registration date are two different things. CIC most times use the late registration date on the offer later. Once this date has passed, they most likely will request for a new offer letter. So yes, a study permit can be approved after the resumption date but there is high likelyhood they will request for a new offer letter after the last registration date has passed.
