this is wen puberty I.e, breast development, hair distribution, menstruation starts at such an early age. say less dan 7 years in female and 8years in males. it may be due to tumour or other issues. and has some effect like d tendency of cancer in later life, height will be reduced e.t.c. hope I explained well
