Based on how much leaks out of or is stolen from the public purse. 1 Presidency : the throne of corruption 2 NNPC : needs to explanation 3 Customs :aid and abet smuggling 4 Finance ministry ( corrupt waivers ,incapable of managing an economy or even supervising a sensible budget proposal) 5 Legislature ( useless) 6 navy : escort stolen crude. 7 Army ( same as navy.
