Yes you're right but Enugu workers are the least paid workers in Africa and there is no development in enugu so what's the governor spending on; http://theadvocatengr.com/new/enugu-workers-least-paid-in-africa-says-osmond-ugwu/

Most states in Nigeria are in the same situation. They collects taxes and allocations with nothing to show for it..

It's not all workers in ogun state but just some quotas ;

Ogun assures workers on payment of delayed salary ; http://www.vanguardngr.com/2014/12/ogun-assures-workers-payment-delayed-salary/

And what would you say about this Governors

Akpabio, Jang, Imoke, Suswam, Others Donate N1billion
While Owing Workers... -

As representatives of 21 Peoples Democratic Party [PDP]
governors mounted the rostrum Saturday night at the
presidential villa in Abuja to announce N1.05 billion in
donation to the PDP, back in their respective states, school
teachers and other state workers were enduring their
second or third month of work without pay.
In some states, the indebtedness to workers stretched a
year.

In Ebonyi, authorities owed teachers under the Universal
Basic Education scheme nearly 12 months of salaries.
In Abia State, secondary school teachers were last paid in
August, while primary school teachers have been owed since October.

In Akwa Ibom State, the nation’s leading oil producer which
draws more than triple of what other states receive from the federation account monthly, local government staff were on strike. Before the strike, they were forced to receive half salaries for several months, while authorities claimed they had no money.

In Cross River, the situation had worsened after months of
indebtedness that state-run television, the Cross River
Broadcasting Corporation, CRBC, shut off production last
week.

The station remains off air till date. Other staff fortunate to
have received reasonably up-to-date pay, have yet to be
paid for November.
But on Saturday night, Cross State governor, Liyel Imoke,
stood next to his Bauchi State colleague, Isa Yuguda, as Mr.

Yuguda announced to a gleeful president and a shocked
nation how the 21 governors who had been struggling to pay salaries long before the present oil crisis, rallied N50
million each in donation to the PDP.

“We may do more in future, but that is what we were able to
raise for now,” Mr. Yuguda assured.

BEING A PRESS BRIEFING ADDRESS BY NATIONAL ASSOCIATION OF OGUN STATE STUDENTS (NAOSS NATIONAL BODY) DURING A PRESS CONFERENCE TODAY MONDAY 22ND DECEMBER, 2014 AT N.U.U HALL (IWE-IROYIN) OKE-ILEWO, ABEOKUTA, OGUN STATE.
Birds does not just perch on a fence, rather than listening to the voice of the people. According to late Chief Obafemi Awolowo (of blessed memory), he said and I quote “Intellectual Sagacity of a man is not garrulous, neither symbolically egoism”. But if a daughter of one’ child is beautiful, allow it say without pride.
It is on this note that we would want to commend and appreciate His Excellency, Sen. Ibikunle Amosun (CON,FCA) on his passion and determination to transform Ogun State into a world class State through massive road infrastructural development that cut across the three(3) senatorial District of the State, free and qualitative Education in our public primary and secondary schools, to mention but few. It is widely believe that the success of any administration is determined by it’s ability to balance both capital and human development, which led to a Yoruba adage that says “OMO TI A KO BA KO, NI YIO GBE ILE TI A BA KO TA.
THE NEED FOR EFFECTIVE AND REGULAR PAYMENT OF BURSARY AND SCHOLARSHIP AWARDS BY STATE GOVERNMENT.
Ogun State is known all over as a State with huge educational potentials. Across all the National Examinations in this country, you will find student(s) of Ogun State Indigene listed among the top performers. “The life of the dead is set in the memory of the living – Cicero” This is why we will continue to remember and appreciate the efforts of Chief Obafemi Awolowo (of blessed Memory) who made education free to all, which many of our leaders today benefitted from, gave them the privilege to be ruling us, having the highest number of Institutions in the country (Both Public and Private) which now turn to the pride of our dear State.
Some of us are from indigent homes and can barely see themselves through school, then we expect a responsive government to encourage students by ensuring effective and regular payment of bursary and scholarship awards to all students of Ogun State Origin who merit it, cut across all Institutions in the States of the federation. If late Chief Obafemi Awolowo could achieved it with only proceeds/gains from Agriculture in the south-west region, then it can be achieve by the State Government with the availability of abundant natural resources at our disposal today. Many Girls have turned to professional prostitutes in an effort to be educated, while many boys are either drop-out or engaged in armed robbery just for the sake of educational cost, while our government is just making empty political promises. Aristotle said and I quote “Educating the mind without educating the hearts, is no education at all”.
Several efforts in calling the attention of the State Government to respond to the yearnings of this category of Indigenes has always felt on the lip services and political promises of this present administration. If you recall in the early stage of this administration, the government announced the reduction in tuition fees of our State owned Tertiary Institutions by 50%, reduction of tuition, was published in several papers but was not actually implemented. Another reduction was pronounced by this year to take effect from next session which will probably be after 2015 general election, what a political promise and deceit.
Sometimes in 2012, when the then leadership of this Association (NAOSS) led a peaceful demonstration to the present administration, the government promised to pay bursary and scholarship awards and budgeted the total sum of two hundred million naira (N200,000,000) to that effect which is contained in many papers, but to our surprise, the Government later approved one hundred and twenty million naira (N120,000,000) for only shortlisted Ten (10) thousand beneficiaries. Out of the One hundred and twenty million naira (N120,000,000) approved, less than 15% shortlisted members actually benefitted before the payment turned Inconclusive. To our marvel, the Information is on every papers/dallies that Government had spent one hundred and twenty million naira (N120,000,000) on bursary and Scholarship, the recent publication could be found in the programme of event of the just concluded National Council on Education (NCE) meeting of Federal Ministry of Education hosted by Ogun State Government through Council on Education. Again, the government announced an increment in the amount to be paid or received by individual beneficiary members as thus: From N1,500 and N5,000 and N3,000 to N10,000 for undergraduate and finalist respectively. While, Scholarship was increased from N20,000 to N30,00 and N50,000 to N100,000 for our members in some special discipline in our Institutions, like law school students, medical students, and so on. We can tell you today that, many of us just heard of it from the radio and television which is just a news to us.
As if that was not enough, when the immediate past leadership paid a mass visitation rally to the Government around July, in order to register their members displeasure on the Government attitude towards the welfare of its members, the Government in its usual manner, promised to pay bursary and scholarship awards by August ending and gave chapters two (2) weeks to submit the list of its members. Despite the fact that it the period was too short for the collation, the chapters took it upon themselves to comply while good numbers of active Institution/Chapters submitted, but up till this moment, members are yet to receive a dime. To even worsen the situation ; Comrade Clement Olusegun- the special Assistant to the Governor on students matters published in Saturday Vanguard dated November 8, 2014: CAPTION-: “AMOSUN APPEALS OVER BURSARY DELAY”
Reasons were giving as the inability of some chapters to submit their list to the Ministry, while Olabisi Onabanjo University (O.O.U) list which we believed is the only active Institution/Chapter that is yet to submit, efforts were made by their representatives to submit the school list but nobody collected if from them. And we do believe that if the Government was sincere with itself, it can pay those that took the pain to comply and meet up with the two (2) weeks Ultimatum and considered the late submitted list in a different badges. Meanwhile, the Special Assistant position contradict what the Governor said during the “TOWN HALL MEETING ON THE 2015 BUDGET” held on June 12 at Cultural Centre where His Excellency, Sen. Ibikunle Amosun (CON,FCA) gave the reason, as due to the financial situation of the country which was caused by fall in demand of Crude Oil and led to reduction in Federal allocation to the state, makes it difficult for the State Government to pay allowances including the bursary and scholarship awards. Though, this is reasonable and understandable but not an excuse.
Their is a saying that “He who seeks to deceive, will always find someone who will allow himself to be deceived Machiavelli” certainly not NAOSS.
Education, by late Chief Obafemi Awolowo is free; this contemporary era denied the word free, but robs peter to pay paul. Our generation shall deem it fit to rescue and reinstate free education through logical act, dialogue, diplomacy, consultation, negotiation and every means of peaceful act, without violence.
That is why NATIONAL ASSOCIATION OF OGUN STATE STUDENTS (NAOSS NATIONAL BODY) under the distinguished leadership of Sen. Abdul Gaffar Olalekan Abul Kareem Balogun (a.k.a Comrade Alaseyori) the authentic and duly elected NOASS NATIONAL PRESIDENT, gives an ultimatum of fourteen (14) working days to the state Government to act on the following:-
The Immediate disbursement of bursary and scholarship Awards to our members as earlier promised.
Immediate Implementation of reduced tuition fees regime in our State own tertiary Institutions.
Plots of land for the building of National Secretariat of the Association.
Sixteen (16) mobilization busses; one (1) each to our chapters in Institutions within the state and zones of the association.
“Education is the kindling of a flame, not the filling of a vessel”-Socrates

OGUN STATE POLITICS
We want to commend the Independent National Electoral Commission (INEC) for their successful efforts in distribution of permanent voters card (PVC) and continuous registration exercise in Ogun State. We believes that if the tempo is sustain and maintain, 2015 general election will not only be free and fair but as well be peaceful and credible which will give a sense of responsibility to the electorate.
Meanwhile, as 2015 general election draws nearer, we want to appeal to politicians to play the game of politics with caution and follow the rules. Let us also challenge the politicians on issues and facts base politic-king, rather than politics of enmity & deceit. And also, we call on political parties in the State (APC, PDP, SDP, LP, UPN, AP, APGA and so on) to consider filling candidates with good pedigree in the coming general election and present party manifestoes that will place priority in Education and Economy Policies’ which is critical and important at this moment. Especially, a Governorship candidate who is expected to posses the following qualities:
Must be someone who is an educationist per excellence.
Someone with proving evidence of maintain if not free, but a very low tuition fees in our state own Institutions without Compromising Standards.
Someone with proven evidence of paying bursary and scholarship awards regularly.
Someone with proving experience in agriculture in diversifying the economy of the state.
Someone with ability to control the level of unemployment rate and provide conducive economy & business environment.
Someone who has business within the state and a tax payer with proven evidence.
These factors mentioned above, will not only provide alternative choices but also increase our political participation, and the association will not hesitate to support any political party with the most credible candidate.
Meanwhile, students has been accused in the past of not participation in the voting process which was caused as a result of lost in confidence, but we can assure you base on several sensitization & mobilization by us, that 2015 general election is certain to record a high significant change as many as many students have realized why they need to vote for the right candidates. The just concluded distribution of PVC and continuous registration exercise by INEC which records a high turn-out of students. In the State is a testimony.

In view of this, I want to advice the entire indigenous students of Ogun State origin, to conduct themselves as a good ambassadors of our dear state, so as not to become an instrument of destruction in the hands of politicians at the detriment of our future, not to engage in activities culpable of mortgaging our right for the next four (4) years. “Nothing is consistent like consistency” we will not let you down.

Your interest is going to be put first, we are part and parcel of you. According to Franzt Fanon, “Who has ever struggle with poverty knows how extremely expensive it is to be poor”. Therefore, we want to re-assure the entire indigenous students of Ogun State origin that all lost glories and right shall be recovered.

However, our sincere appreciation goes to the security agencies (NPF, SSS, NSCDC & NA) in their combined efforts in making Ogun State a safe place for both residence and business activities. And also, our word of appreciation goes to the gentlemen of the press, media house (OGTV, OGBC, NTA, CHANNELS, SLIVERBIRD, PARAMOUNT FM, ROCKCITY FM) and the mother body, NUJ through the chairman, may your shadow never go less sir.
In conclusion, this is to notify the general public that the election of National Association of Ogun State Students (NAOSS NATIONAL BODY) was held at Federal Polytechnic, Ilaro on 27th September, 2014 while the swearing in was organized at N.U.J (IWE-IROYIN) Abeokuta, on the 13th October, 2014.
The general public is advice to take note and beware of Impersonators or any illegal Constituted factions who might by any means act as a bonafide members/officers of this Association NAOSS). It is an act of fraudsters who uses students platform to extort from innocent donor and to keep a selfish political relevance. Below are the authentic and duly elected officers of the Association.

Gov Amosun should please develop our area (Ibafo) in Obafemi Owode LGA. Most of us paying this tax in question live on this axis and yet no single government precence in this area. He should please come to our aid. We spend our money to drill water, we electrified the place, we contribute money to fix the roads, we are at the mercy of the private school owners as the there is no single goverment school. We pay so much as tax so your excellency Please! Please!! and Please!!!
