Every Governor and special top government officials have a diplomatic passport. This aids them to have access to visas of any country that has diplomatic relationship with their's. Apart from this, they have to apply like anyone else.

Its only ur country u v access to at anytime. No matter who u are u can b denied entrance to any other country at any time.

If your governor or official avoids the UK and USA, it is most likely to avoid police matter. Nobody wants to be the next Ibori.
