This little write-up is to clarify mediocres who have decided to format their brains into thinking that Stealing of Public Funds is not Corruption because they've decided to lick GEJ's bottom. Number One Point Kleptomania Kleptomania is the inability to refrain from the urge to steal items and is done for reasons other than personal use or financial gain. First described in 1816, kleptomania is classified in psychiatry as an impulse control disorder.[1] Now going into Government, lets see the term used to relate Kleptomania in government.
