I think it's because it's highly carbonated.... you know that gas molecules move faster and collide on themselves.... that's why it's fizzy... if it's filled to the brim, it will probably be too stuffed.... try putting coka cola in a polythene lether and tie it up leaving no space for a practical example. It's will almost burst open...

Soft drinks contain carbon dioxide, and would escape when the bottle is opened, thus if the soft drink bottle is filled to the brim, some would spill out .

It's a quality control measure. That space between the food and the lid is called the HEAD SPACE. This is very important in canned foods, bottled foods ( packaged food).
The head space allow for expansion of food when heated or cooled. The vacuum I'd important before the seal n it should be correctly measured.

In this aspect, it prevents the food from spilling or exploding when opened. C02 becomes agitated when trying to open the coke, hence the fizzing and splashes n sometimes explosion.

It's not just coke. It occurs in almost every packaged food. You jar of mayonnaise, butter, jam, sweetcorn cans, sodas, even bottle water, etc
