Responding to the presentation, the chairman of the States Commissioners of Finance and Ebonyi State Commissioner of Finance, Mr Timothy Odaah, lamented that the statutory allocation was getting smaller and smaller. "It appears this is the worst in terms of returns. This is the least in allocations as far as this year is concerned. We are mourning the dearth of funds and this is a wakeup call for states and local governments to buoy up their internally generated revenue."

While appreciating the "magnanimity" of President Goodluck Jonathan to approve the $1billion from the excess crude account and to be shared among the federal, state and local governments, Odaah expressed disappointment with the returns made by the NNPC.

He said that [size=14pt]the states had requested for $2bn[/size] to complement for the shortfall in revenue but got only $1billion. In September, Odaah and fellow commissioners had walked out of the Accountant General of the Federation (AGF) when the federal government said that the framework of the 2013 budget was no longer realistic and it won't augment shortfall in revenue. Odaah raised issues with the statutory allocations of previous months.

Tinubu Tackles FG, CBN On Excess Crude Oil Sales Account

The Lagos State Governor, Senator Bola Ahmed Tinubu, yesterday joined issues with the Federal Ministry of Finance and the Central Bank of Nigeria (CB N) over the recent face-off between the different tiers of government on the excess crude oil sales reserve account of US$ 1. 8 billion which is about N198 billion.

Expressing concern at the impression being created that the economy is rudderless, Tinubu argued that the central issue transcends the release or non-release of the fund into the Federation Account.

In his words: “The fundamental issues and principles at stake go much deeper. They are more broadly about the rule of law and the supremacy of the constitution on one hand, and the need for cooperation and coordination in a true federal structure, as a basis for sustaining and strengthening our fledgling democracy on the other hand”.

Governor Tinubu disagreed with the CBN's position that [size=14pt]release of the excess crude reserves to the states and local governments, though legitimate[/size], would lead to inflation; cause a rundown of the nation's foreign reserves; weaken the exchange rate further and run counter to agreements reached with the IMF.

The Governor contended that "in a period of excess capacity and low purchasing power, there should not be undue inflationary pressures from an injection of funds into the economy. Instead, such a development should be beneficial to economic activity and growth, despite the fact that there are supply rigidities and inefficiencies which would limit the potential benefits”.

On the purported likely impact on foreign reserves, Tinubu argued that "in an import-dependent economy such as ours, it is inevitable that an upturn in the level of economic activity would engender a fall in foreign reserves. This is not necessarily a bad thing. Rather, it would be immoral to appear to be building up high foreign reserves in the midst of grinding poverty”.

He stressed further that if the N198 billion released is matched by an equivalent US$1.8 billion, there should not be a fall in the value of the Naira as the supply of dollars would be in place to match any increased demand”.

Tinubu also said it would be unfair for the federal government to agree unilaterally to commit revenues due to other tiers of government, to an agreement with the IMF or anyone else.

Attributing inflationary pressures in the economy largely to the federal government's overspending and printing of money to finance such expenditure, Tinubu said "It is hardly fair for the FGN to overspend and then seek to correct the inflationary effect on the economy by starving other tiers of government of their rightful funds”.

Stressing that there is no basis for CBN or any authority to flout the constitution and deny states and local governments their own share of the Federation Account, Tinubu noted that "the excess crude reserve account is itself an illegality, carried over from the military era, as there is no provision in the law or the constitution for federally - collected revenues to be diverted to such an account”.

Advocating constructive dialogue on the management of the economy Governor Tinubu said "it is time for us to sit down and dialogue about how to move from where we are now, to where we need to get to, while respecting true federalism in fiscal and other matters”.

Calls for 'total' Sharia in Nigeria

Lagos - A former military ruler of Nigeria, Muhammadu Buhari, has called for the introduction of 'total' Islamic law across the country, reports said on Monday.

Buhari, who ruled Nigeria from a coup in December 1983 to his ouster in 1985, told a seminar in Kaduna, northern Nigeria, at the weekend that the strict Islamic law code known as the Sharia should be introduced in full across Nigeria.

"I will continue to show openly and inside me the total commitment to the Sharia movement that is sweeping all over Nigeria," Buhari said, quoted in press reports.

"God willing, we will not stop the agitation for the total implementation of the Sharia in the country," Buhari said.

Six Killed, Many Hospitalized As Buhari Supporters Raze PDP Campaign Office
FEBRUARY 16, 2015

No fewer than six people amongst them were suspected members of the All Progressive Congress (APC) including asmhatic patients reportedly feared dead with several others injured in a stampede at the APC’s presidential campsign/rally held at the Ramat Square, Maiduguri, the Borno state capital.

Our Correspondent who was in the entourage of governor Shettima reports that six people were killed during the uncoordinated visit, as the governor had since visited the victims at the hospital.

The rally which was well attended on Saturday by the APC presidential Candidate, General Mohammed Buhari, his running mate, Professor Yemi Asibanjo, Governor Kashim Shettima, state and national candidates of the APC, party stalwarts and thousands of its supporters thronged the streets as early in the morning, while many others had jump over the fence to venue of the rally amidst tight security.

Our Correspondent observed that, due to closure of gates leading to the venue by security operatives, all the four gates were later broken down by some rampaging youths, even as many had to scale through the fence to welcome the general.

Sources said, the five people killed were two asmhatic patients who were trapped in the stampede at the venue, while others died as a results of accident and a stray bullet fired by security operatives while controlling crowded that attempted to burnt down PDP offices in the state.

Also the PDP Campaign office of ex- governor Ali Modu Sheriff located few metres to the venue of the rally along Kashim Ibrahim Way was set ablaze by APC thugs who overpowered security operatives after breaking the gate and threw explosives inside.

Many PDP campaign centres located at strategic positions in the city of Maiduguri were vandalized with posters and bill boards were also destroyed by hired APC thugs during the visit.

Likewise, four people who claimed to be members of Civilian JTF were shot by security operatives while attempting to stop two trucks loaded with military arms and ammunitions that were entering the town. Sources and residents said, the trucks were intercepted around Umar Shehu General Hospital in Bulumkutu of the metropolis and when the security men attached with the trucks insisted that the arms and ammunitions belonged to military operatives, the youths refused to heed to their explanations, a situation that led to disagreement which resulted to shooting of the four youths.

Our Correspondent also gathered that one of the youths that were shot died before reaching hospital for treatment due to excessive bleeding.
It was also gathered that at the venue of the rally, sporadic gunshots, including a sustained firing by the Military Armoured Personnel Carrier and tear gas engulfed the venue of the rally all in an attempt to control the crowd.

General Buhari who stormed the venue of the rally at 1:30pm could not address the uncontrolabble crowd, who started vandalizing Channels cables, stole their cameras which led to the instant cut off of the live coverage.
Our Correspondent observed that General Buhari had to be sneaked out of the venue to Government House, Maiduguri where he was expected to have indoor meeting with some Christian Association of Nigeria (CAN) officials in the state.

10 Powerful Reasons to Vote General Buhari

I am not a fan of Buhari, but I admire his doggedness and capacity for pain. Heck a man who keeps going for election every four-year, loses, then proceed to court, loses in court, does nothing meaningful preceding the next election, only to pop-out again during another election period, is a "specialist in failure" (to borrow from Morinhno). So even as I don’t like him, I admit he’s an enigma, and have put up these 10 reasons why we should consider casting our votes for him. “I have come to bury Caesar, not to praise him!”

1. To Save an old man some tears
Nigerians are happy people (happiest at some point) and we always like to be hospitable and respectful especially to the elderly, old, and aged. So why do we derive joy in seeing an old man – General Buhari weep? Is it because he murdered his colleagues during his active period in the army? Is it because he signed Nigeria into Organisation of Islamic Country (OIC)? Is it because he asked “Muslims to vote for muslims, and Christians to vote for Christians”? Is it because he truncated the Lagos Metro Line setting the city back, in similar fashion as he truncated democracy in 1983 to turn the hands of clock backward? Is because of those he murdered with retroactive decree and several of those infractions he committed when he was a clueless dictator? Is it because he’s more clueless than he looks? How much more crocodile tears must this weeping general shed for Nigerians to forgive him and vote for him? A bucket? A river?

2. To save the Dogs and Baboons
Ladies and gentlemen, and erudite members of this platform, the sanctity of life is paramount; that’s why it is the fundamental of every human right principle. In 2011, when General Buhari lost his third series of general election, our able bodied and talented Youth Corpers, in services of the nation, were slaughtered by supporters of the people's general - almajiris. Throughout this spontaneous act of sheer wickedness and barbarism, not once did the general call them to order; not once did he tell his supporters that they are not acting on his behalf. The general kept mute, obviously pleased with what his supporter did in his name (and hoping it spiral out of control). Thankfully it never did.

Not long ago, the unrepentant general threatened again that “the dogs and the baboons will be soaked in blood” should another humiliating electoral defeat befall him. Nairalanders, let’s save our Youth Corpers, let’s save our friends and family, let avoid this ominous threat altogether by voting the General, else his almajiris, now evolved and more organised with choice weapons, will slaughter all the “dogs and baboons!”

3. To help avenge the death of Buhari’s people killed by JTF
At the height of the Boko Haram murderous saga, the JTF acting in the interest of Nigeria, and while performing their duties, gave Boko haram members a taste of their own medicine by returning fire for fire. As the casualty mounts, General Buhari was famously quoted to have insinuated that the JTF are killing “his people”, instead of inviting them to Aso Rock for dialogue. Equating the murderous and barbaric Boko haram hordes (his people) to the Niger Delta Militants, Buhari was of the opinion that the JFT should stop killing them, rather we should pay them off (amnesty package) for killing Nigerians. A similar debt is said to be owned by the good people Oyo. El Rufia, his party member, reminded us that such deaths are debts which will be paid, even if it takes a hundred years. Gentlemen and ladies, shouldn’t we vote this man in so that our debts are quickly paid and forgotten?

4. Gen Buhari is original “Born to Rule”
Let’s face fact, unless you are Fulani muslim, you are not born to rule, and MUST NEVER rule. If you do, it must be under specific terms and conditionS. Even if you are voted in, you are either a puppet or just a temporary occupant. Buhari fits the profile: He is a Fulani Muslim; a special stock, a descendant of the great Uthman Dan Fodio, conqueror of Hausa, scourge of Ilorin, owner of Nigeria, the prima dona of Born to Rule. Nigeria, according to Ahmadu Bello, is the estate of Uthman Dan Fodio. Who better continue this storied lagacy than General Buhari himself, a true descendant of Uthman Dan Fodio?

5. Buhari has no property; no house (maybe like our current President – no shoes)
Buhari has no house, no property at all (since Nigeria belongs to his great grandfather perhaps). This according to his supporters is the acme of incorrigibility. I don’t know if Buhari’s parents grew up in the streets, and had no houses/properties – not even cows. If they did have any of those, they must be corrupt; they and other Nigerians who own houses are only able to do so because they are corrupt! If Buhari could work, and earn salaries all these years, yet unable to own a home or two, therefore any Nigerian who earned salaries of equal amount as Buhari but manage to own property or two must have corruptly enriched himself. Buhari’s lack of properties has nothing to do with his inability to think, forecast, plan, and execute, he couldn’t own a house because only corrupt people do. Let’s vote Buhari because he has no house, no property (perhaps no shoes too).

6. Buhari will “fight” corruption
Buhari will fight corruption they continue tell us. But no one seems to tell us how! Fortunately, history tells us how Buhari did it the first time out. After successfully (some say cowardly) benefiting from the coup plot that ousted Shagari ‘corrupt’ regime, Buhari placed President Shagari under house arrest, while Ekwueme the VP was bundled into prison. Buhari threw Fela Anikulapo Kuti into prison for possession of foreign currency (Fela had just returned from performing abroad, the poor fella didn’t know a decree has been passed prohibiting holding foreign currency). Meanwhile in the same era 53 suitcases containing some $700M was smuggled into the country by Emir of Gwando, the father of Buhari’s ADC. While Fela languished in detention, the Emir, a well connected “born to rule”, was given a pass! Let’s not forget banning of press freedom (decree 4) and the botched attempt to smuggle a fugitive from the UK by the Buhari’s regime. That is how Buhari fought corruption; wouldn’t we rather go back to this ‘wonderful’ era by voting him?

7. To enlarge Tinubu's empire
The say Buhari is poor, and has no property anywhere in the country (they must really pay peanuts in the military for someone to be unable to save, buy a land, and build a three bedroom apartment after working for decades, either that or the individual has no vision). Since Buhari has no need for material acquisition, but has chosen one of the most avaricious as his backbone and sponsor, isn’t it clear who stands to benefit from the contract? Let’s vote Buhari, and expand Tinubu’s empire from Lagos to beyond!

8. To continue the population lie
A major event in 2016 (a year after the election) is the National Population Census. The stakes are high as evident from the drama and rhetoric. Only in Nigeria is the Sahel savanna region more populated than tropical region, citerus paribus. The fellow who stated he will demystify this myth by not counting cows and goats in the core North as people has already lost his job. Knowing how things work in Nigeria, we can continue with this lie, by voting the People’s General – Gen Muhammad Buhari!

9. To maintain oil block status quo
We know how the oil blocks ownerships are skewed against resources owner, while abundant solid minerals littering other enclaves are rarely stated in the equation, let alone exploited federally. The oil blocks are due for renewal by 2015 and beyond. We can continue to cheat the South and maintain the status quo by voting Buhari! Least we forget, these oil blocks are spoils of war, and payment to the Northern elite for the liberation of Niger Delta from Biafran force. (abi no be so?)


10. To save Buhari's Bank manager
At the basic human level, I really sympathize with Buhari’s bank manager (if Buhari N27M loan claim is anything to go by.) Sanusi spent most of his tenure as central bank governor, hounding bankers for granting loans to you and I to invest in capital market, with the certificate as collateral. If that is considered criminal, how much more granting unsecured loan of such magnitude to Buhari? Or didn’t the bank manager read severally that Buhari has no properties, hence nothing of value to use as security/collateral! I didn’t even know that bank managers can grant a loan of such magnitude on the spot. Someone please tell me the bank and branch. I smell fraud! I am sure the bank manager is being grilled by bank’s credit committee even as we speak, but he could become the finance minister if we all vote Buhari!

NNAMANI UNDER PRESSURE TO HEAD INTERIM GOVERNMENT

Senate President, Ken Nnamani, has come under intense pressure from opposition parties to head a government that would conduct the coming general elections, with less than 20 days to the scheduled April polls.

The pressure was reinforced following the report of the review panel set up by the Senate on the Petroleum Technology Development Fund (PTDF) scam involving President Olusegun Obasanjo and his deputy, Atiku Abubakar.

A source present at a recent closed door session disclosed that the "hawks wanted senators to debate the report immediately it is submitted by Tsauri. It was the hottest executive session we’ve ever held. Senators were moved to exchanging blows, with parties rigidly insistent on their positions. They wanted the Senate to quickly deliberate on the report. From the trend of the debate that would ensue, Senators would then call for the impeachment of both President Obasanjo and Vice President Atiku."

Last Monday, a coalition of political parties passed a vote of no confidence on the Professor Maurice Iwu-led Independent National Electoral Commission (INEC) to hold credible elections next month.

Spokesperson of the coalition, Chief Solomon Asemota, led nine political parties: Action Congress (AC); All Nigeria aPeoples Party (ANPP); All Progressive Grand Alliance (APGA); Democratic Front for a Peoples Federation (DFPF); Democratic Peoples Party (DPP); National Democratic Party (NDP); Progressive Peoples Alliance (PPA); and Ethnic Nationalities Movement (ENM) and submitted a petition to the Senate President.

The parties alleged that INEC foisted electronic voters’ registration on Nigerians, which was deliberately bungled.

They urged the Senate president to, in the event that the elections would not hold, form government and conduct elections.

The parties referred Nnamani to Section 146, subsection 2 of the 1999 Constitution to justify their action.

However, Senate, last Tuesday, dismissed calls for an interim national government or that the Senate president conducts the elections.

Deputy Leader and vice chairman of the Media and Public Affairs Committee, Jonathan Zwingina, reiterated that the Senate was committed to free, fair and credible elections in April.

But a National Assembly source confirmed that the Senate President was indeed under pressure to conduct the elections because they "believe in his credentials as a democrat. Those calling on him to conduct elections cited the PTDF example, arguing that the president had no credibility to hold free and fair elections in April. There is pressure on the Senate president to take over and conduct the elections. Other parties are calling for sacking of the Obasanjo administration to be replaced by a transitional government, headed by Nnamani, as the number three man who would then conduct elections."

The source further explained that Nnamani was not moved by complaints from parties over INEC’s objectivity in the elections, and the spate of electoral litigations flooding the courts.

Interim Government: How realistic?

The recent call for the setting up of an Interim National Government by some eminent Nigerians though not the first in recent times, is a further proof that stakeholders have lost faith in the system. But have the proponents considered the problems of inaugurating a provisional government in a democratic setting? writes Oziegbe Okoeki

The call for an Interim National Government (ING) again re-surfaced penultimate week when a group of eminent Nigerians under the aegis of Nigeria United for Democracy (NUD) met at the Federal Capital Territory, Abuja.

The group which comprised of opposition political party leaders and civil society groups opted for the ING as a way of rescuing the nation from "the hands of the illegitimate and corrupt administration… and restore the nation to the path of sanity."

More than twenty political parties and groups were at the Abuja meeting where the groups suggest the ING should be in power for two years, to among other things convoke a Peoples National Conference to fashion out a new constitution and political structure for the Nigerian state; to carry out a review and reform of the electoral process in Nigeria; to organise and implement a national election for all political offices in the nation.

Justifying the call for the ING, the chairman of NUD, Dr. Tunji Braithwaite said, "NUD,… has decided that in order to rescue the nation from the hands of the illegitimate and corrupt administration, an interim government must have to be put in place forthwith.

"The membership of the IG must derive from Nigerians of known transparent integrity and selflessness, which would include labour, civil societies and others."

However, the group left many questions unanswered. What is the legal backing for an ING? Is there any constitutional provision for that arrangement? Who constitutes the government and what are the criteria for picking members of the ING? What happens at the two other tiers of government, namely states and local governments? What will be the role of the current National Assembly, or will they be dissolved? Has the NUD the political strength to assert its position? These and many other questions were not addressed by the proponents of the ING.

However, it is interesting to note that this is not the first time, the call for an ING is being made in this dispensation.

Before the April 2007 elections, Dr Chukwuemeka Ezeife, former Anambra State governor and one time Special Adviser on Political Affairs to President Olusegun Obasanjo and also Deputy National Chairman of Democratic Peoples Alliance (DPA) also mooted the idea of an ING because of the shoddy preparation of the Independent National Electoral Commission (INEC).

He had raised alarm over the possibility of conducting credible elections before the hand over date on May 29, 2007. In his opinion, the only viable option open then to Nigerians was an ING to take over the three tiers of government for a minimum of two years.

Justifying his stand then Ezeife had said, "I heard of interim government from people who are afraid that the 2007 elections might be rigged in favour of particular candidates. Considering our manifest destiny, if interim government should be, let it be."

Another eminent Nigerian who made a similar call then was General Adeyinka Adebayo (rtd), although he prefer to call his own National Elders Government (NEG). The NEG, he said was to bring everybody together to look at the problems of Nigerians, for people to sit down, assess the problems and find solutions to them.

Immediately after the demise of the third term agenda, Chief Sonny Odogwu, a business mogul and in-law to Gen. Ibrahim Babangida (rtd) also made a similar suggestion.

Although all these suggestions met with strong opposition from a cross-section of Nigerians for so many reasons, it is however, a pointer to the fact that many stakeholders have lost faith in the system and that something is fundamentally wrong. Because these are well informed Nigerians who knew the illegality of what they were clamouring for. Many are also aware of the disaster which Nigeria’s first attempt at ING in 1993 brought to the country.

Having boxed himself into a corner with the annulment of the June 12, 1993 presidential election, acclaimed to be the freest and fairest election in Nigerian history, and won by the late business mogul Chief M.K.O. Abiola, there were crises of unimaginable proportion all over the country.

The crisis of the annulment which literally set the country on fire compelled former military president Babangida who committed the political ‘harakiri’ to devise an exit strategy to disentangle himself from the snare with which he had entrapped himself.

And ING was his reprieve, at least according to his calculation then, to douse the tension in the polity and create false hope in the citizenry that the ING would ensure a smooth transition from military dictatorship to democracy.

That was however, not to be as the inauguration of the ING only aggravated the crisis in the country, because what Nigerians wanted was the validation of the mandate freely given to Abiola.

The ING was thus short lived as the people and subsequently the judiciary decreed it out of existence as an illegal contraption.

Even then, the Babangida ING found support from unexpected quarters. For instance, the chairmen of the two parties in existence then supported the arrangement.

Chief Tony Anenih who was the chairman of the Social Democratic Party (SDP) the party which won the election said, "I believe it (ING) will work and Nigerians should give it a chance. Very true Nigerians will be happy that we have taken a step forward towards the democratisation of the political system. Those accusing us of selling out, have they given us a better alternative. With ING the military has disengaged and given room for us (the political class) to chart the way forward."

While the chairman of the National Republican Convention (NRC), the late Dr. Hammed Kusamotu said in defence of ING, "ING is a glorious epilogue to a gloomy beginning… there is no alternative to ING, the only alternative to it is chaos."

All this was despite the fact that there was no concrete blue-point of how the ING would operate as later disclosed by Professor Omo Omoruyi, one of the closest allies then of Babangida.

Omoruyi in his book, ‘The tale of June 12,’ said "the Interim National Government idea was a contrivance, a child of necessity, no one had a blue-print on how it would be constituted and structured and how it could meet the various contending issues of the day. But the president initially bought the idea and turned it over to me to work on to achieve his three-pronged strategy of survival, exit and safety."

The ING turned out to be a fiasco paving way for the further perpetuation of military rule as the late General Sani Abacha sent it packing in a palace coup.

But this was under a military rule where anything goes and government is by military fiat.

The picture now is different, Nigeria operates a constitutional democracy currently and every thing that happens in the polity especially as per governance has to conform with the provisions of the 1999 Constitution.

And in that Constitution there is no provision for ING, so it is alien to the constitution. So ING by the nations constitution is illegal. And this is an issue proponents of the idea are shying away from although Balarabe says it is not illegal because there is no legitimate government in place as what stands now as government is the product of a fraudulent electoral process.

The closest to ING in the 1999 Constitution is the provision in Section 135 (3), which states "if the Federation is at war in which the territory of Nigeria is physically involved and the president considers that it is not practicable to hold elections, the National Assembly may by resolution extend the period of four years mentioned in subsection (2) of this section from time to time; but no such extension shall exceed a period of six months at any one time."

"This provision is not anywhere close to setting up an interim government as the constitution talks of continuation of the incumbent," said a political analyst.

Under what conditions is ING permissible? According to the Wikipedia Enclopaedia, interim government is a, "provisional government set up when a political void has been created by the collapse of a previous administration or regime. A provisional government holds power until elections can be held or a permanent government can otherwise be established.

"Provisional government often occur as the result of a revolution or in war time when an occupied nation or territory has been librated or, conversely, when a government had been deposed by an invading army."

Countries where ING had been set up as a result of the existence of the above conditions or something close include Hawai in 1943, India 1915, Irish Republic in 1916, Republic of Korea 1919, Germany in 1945, after the fall of Hitler and Iraq in 2003.

Those who are opposed to the whole idea of ING insist that none of the above conditions currently exist in Nigeria to warrant an ING. Moreover, there is a Constitution and a government in place.

Probably, it is the recognition by the NUD that ING has no place in the 1999 Constitution that informs the chairman’s statement that a nationwide protest would be embarked upon to restore the nation to the path of sanity.

His words, "NUD is determined that this nation be restored to the path of sanity and genuine democracy and will proceed to organise mass action nationwide to flush out impostors in government."

The ruling Peoples Democratic Party (PDP) through its National Publicity Secretary Prof. Rufai Alkali describes the call for ING as treasonable and part of an orchestrated plot to truncate democracy.

Alkali said, "the call for an interim government has no place in the Constitution of the Federal Republic of Nigeria and is therefore not only illegal, but also treasonable to the extent that it calls for the overthrow of an established constitutional order.

"The PDP holds the view shared by all patriotic Nigerians that any political arrangement that alienates, or seeks to alienate the people and reduce their participation in how they are governed by whatever name is unacceptable, especially now that democracy has taken root in our country.

"The PDP believes in the structure of the Nigerian nation as presently constituted and therefore condemns the call for any ‘Peoples National Conference’ to fashion out a new constitution and political structure for the Nigerian state," Alkali said.

Also reacting to the development, an elder statesman and prominent leader in the Niger Delta, Chief Hope Harriman said, "The call for ING is not right. We were talking all along of a proper constitution for the country.

"If Obasanjo had set up a Constituent Assembly sitting in Enugu or Jos parallel to the House of Representatives churning out ideas and everything, with a view to looking at the independent constitution, in the 1963 constitution the only amendment was the change of Governor-General to president and removal of trial by jury. We have enough documents, the thing is to sit down and forge ahead, "interim government will solve no problem at all, but we have not got the right constitution. In Ghana, all the things that afflict us does not exist there, they know how to govern themselves and everybody is happy with the constitution.

If the Supreme Court had come out with the decision whether Yar’Adua was duly elected or not, then we would have moved forward and probably have another election.

"And the removal of Iwu, since there is doubt about his credibility, create another credible electoral commission and then we see whether the voting would be right this time or not. And the system must not exclude anybody," Harriman said.

Although he agrees that those making the call might have their motives, he however said this time is inopportune for them to call for such a government.

The matter he stressed further has been left too long, as there should have been a show down immediately after the election when it was clear that it was rigged.

"We would have all been on the streets of Nigeria, but we couldn’t because the police would have gunned all of us. So it is too late now to call for that," Harriman said.

But Balarabe believes it is not too late and insist on interim government being the only thing that can solve the problems of the country.

He said, "interim government would solve our problems because the present government lacks legitimacy, because they didn’t win free and fair election.

"Secondly, they are not performing well, thirdly, they cannot do anything about the level of corruption, stealing and waste which is disabling the government.

"So, there has to be an interim government. And the interim government can solve the problem of the country for a short time, because it is also to prepare for a free and fair election which is not possible now," Balarabe stressed.The parties and groups in attendance included Action Congress (AC), All Nigeria Peoples Party (ANPP), All People Grand Alliance (APGA), United Peoples Party (UPP), African Democratic Congress (ADC), Democratic Peoples Alliance (DPA), Democratic Peoples Party (DPP), Alliance for Democratic (AD), Campaign for Democracy (CD), Nigeria Labour Congress (NLC) etc.

Prominent among those who were at the Abuja parley were the chairman of NUD Dr. Tunji Braithwaite, Chairman of Conference of Nigerian Political Parties (CNPP), Alhaji Balarabe Musa, National Secretary of AC Dr. Usman Bugaje, Deputy National Chairman of the UPP Chief Wiston Odumu-Ojobi, National Chairman of APGA, Sir Victor Umeh, National Chairman of APLP Emmanuel Okereke, National Chairman of Progressive Action Congress (PAC).

Others were National Secretary of DPA Sam Onimisi, Chief Charles Nwodo, Osita Okechukwu of ANPP, Goodluck Obi of the CD, Yahaya Ndu (ARP) Aliyu Danladi (MDJ), Murtala Aliyu (CPP), Sani Minister (DPP), Ralph Okay Nwosu (ADC), Ibrahim Alfa (AD), while the Nigeria Labour Congress also sent representatives.

Nigeria has found itself in an unenviable position of choosing between a prodigal son and a fanatic. Determining their degree of wastefulness and zealousness within the bounds of laws and decency in a country endemically corrupt is not a good choice. The worst critic of Jonathan or Buhari struggles in defense and condemnation of each. Most informed Nigerians realize as a matter of fact that the next President is going to be one of them, not a third option.

The best argument for Jonathan is that it is the turn of Niger Delta to “chop” the fruits coming from their backyard. Unfortunately, the fruits has not penetrated deep into the hands of those disenfranchised folks in the region. They are those that have proudly worked to support their families as farmers and fishermen before the oil boom. Nobody, not oil companies and certainly not Jonathan have made it a priority to clean up their environment enough to return to farming.

Even Okonjo-Iweala, Coordinating Minister said Nigeria lacks institutions and system to prevent Corruption. Technology, like squandered resources can be beaten. Opportunity to be an African regional power and talents were lost. Indeed, what we get is a relatively increase in foreign income that has gone into pockets of a few privileged Nigerians at the largest proportional rate in history. So while income increased immensely the lot of average folks has lagged behind.

We had efficient managers that had utilized our modest resources in the past to provide more for our people. We had plenty of coal from Enugu for our energy needs, groundnuts pyramids and tin from the North, and cocoa from the West. Each of these regions was able to feed itself and the rest of West Africa. With so little well managed, our people were more contented than we are today. They could not wait to get back home instead of risking their lives to cross desert.

In other words, what we have today is more money, abundant greed and selfishness. We are no longer our brothers’ keeper because stupendous and conspicuous spenders have overtaken the love we had for the children of our neighbors and their generation. We do not care anymore as the problem of poverty has eaten deeper creating fear of being infected before we steal from anything in sight. We are so scared of being poor, we steal ourselves blind into another life.

Though noted as the fiercest critics in the land, the Yoruba are honestly caught up with the other Nigerian sincere critics about whether to continue with the Government of Jonathan that was supposed to reduce corruption and return the golden eggs to Niger Delta or Buhari whose past ruling was brutal and uncompromising except to certain royalties. Did he learn anything?

Yoruba should be the last to vote for Buhari but this is beyond Yoruba, Igbo or Hausa. It is about Nigeria and who can pull the Country back from the brink. Some of us will survive, no matter who is elected. But if you are tired of looking at the poor and working folks suffer in the land of milk and honey while the rich and the powerful ride in private jets and luxury cars with fat hard currency accounts in foreign countries, search your conscience and vote for the right candidate.

No matter who you condemn or support, you will unwittingly become a supporter of the other. This quagmire actually visited Professor Wole Soyinka and our good friend Tokunbo Ajasin. Both are sincere and have been direct or related victims of Buhari. Each opinion can be misconstrued while it is legitimate to condemn Buhari and express dismay at Jonathan at the same time.

Pa Ajasin, Alex Ekwueme and many innocent Nigerians suffered unnecessarily in the hands of Buhari and Idiagbon. Umaru Dikko would claim the same. Indeed, depending on which part of the Country you are from, this should disqualify Buhari as a President. On the other hand, the alternative is a disaster. Anyone that wants the survival and the good of the working people at heart will be dishonest to say their condition has gotten better under business as usual.

Unless you know Jonathan has demonstrated that he is in a hurry to solve these problems, his kitchen cabinet and militias are contented billionaires. He must show the passion of a zealot and a fanatic against corruption to clean up. Some of us will suffer in the process and some prominent folks did suffer in the hands of Buhari/Idiagbo regime but majority of the people in Nigeria will have a breathing chance only when corruption is reduced to the barest minimum.

It will take a fanatic and zealot against corruption to achieve that task. Nigeria as a country has fallen far apart. Reality is: we know it. So much so that many are praying for a total breakdown into pieces of Sharia Boko Haram, Christian East, Mixed Minorities and Christian/Muslim/Sango West. Unless we get a fanatic that can defend Nigeria ardently, we are looking at Lebanon or dislocated Libya. The problem is no country is large enough to accommodate Nigerian refugees.

We will not be talking about Pa Rewane, Saro Wiwa, Isaac Boro, Ambrose Ali and many other Nigerians that have sacrificed their lives, anymore. It will be mayhem for more innocent folks losing their lives on the streets, villages, towns and cities. We have a bigger task ahead of us far beyond the reach of either Jonathan or Buhari alone. Whoever is elected, will need the help of all of us. We know who is totally above his head and who can strive with the help from us all.

It is not the amount of money we have that makes us rich, it is what we do with it and what we keep. Of course apologists would claim population has exploded, there is more infrastructure than ever and foreign taste and consumption have gone up. None of these excuses hold water.

We have to look beyond traditional coalitions of parties and past ethnic affiliation into who can return sanity to the Country and to the people no matter whose ox is gored. If the fanatic we need is elected, democratic environment and the fear of impeachment will have tempering roles to play. It is up to the voters to decide who can carry on his shoulder the task ahead.
