What does this mean sir

Means exactly what it shows. Sublieutenants now spend 5 years on that rank instead of 4. Same for Lieutenants. Lt CDR is 6 years.
The numbers under the different types of commissions represent the maximum age on that rank. That is the age that you will be retired if you are still found on that rank. For instance, any DSSC officer that clocks 39 as a SLt will be retired on his birthday.

Taking d 1st row for e.g, looking @ dat of d Navy, which is Sub Lt (i.e, equivalent to 2 stars in d Army) as a starting point 4 d DSSC column (which we are concerned of), 5 yrs is to be spent on dat rank, provided dat u're passing ur courses for promotion, u shldn't be above 39 yrs of age on dat particular rank, else u'll be retired & dat how it goes on to the next rank along d rows & columns

By standard, it's a classified document.
Designation: "Restricted".
Though it may not be too sensitive, It should not have found its way out here in the first place.
It should only be available to military personnel.

With DSSC you can’t pass Lt Cdr. You convert to DRC (Direct Regular Commission). It’s different from RC. Army SSC can convert to RC. As DRC, you can reach R. Adm.
