A lot of people have been circulating false information about the Warri refinery and I decided to carry out a simple research today.
Warri refinery was not built by Obasanjo and Buhari.

In 1974, BEICIP, an international company based in Paris carried out feasibility study on the refinery.
The contract to build the refinery was awarded in 1975 to Snamprogetti Spa of Milan , Italy.
The design capacity of the refinery was 100,000 bpd and the project duration was 30 months
Warri Refinery was commissioned in 1978.

Buhari was Governor of Northeastern State between August 1975 and March 1976, He was not the Minister of Petroleum until Obasanjo regime. Warri is in the Southern part of the country so he cannot claim he built it as Governor of NE.
"In March 1976, the then Head of State, General Olusegun Obasanjo appointed Buhari as the Federal Commissioner (position now called Minister) for Petroleum and Natural Resources. When the Nigerian National Petroleum Corporation was created in 1976, Buhari was also appointed as its Chairman, a position he held until 1978."

Obasanjo was not the president at that time. Gowon was president from 1 August 1966 – 29 July 1975.
Murtala Mohammed came afterwards.
At no time was Obasanjo in charge of Petrol ministry during the period the refinery was conceptualised, Buhari was also not Minister of Petroleum so both of them should stop claiming any glory for it. All they did was to cut the tape.

Both of them have had opportunities to build but failed to.
Obasanjo as Head of state between 1976 and 1979.
Buhari as Head of State between 1984 and 1985.
Obasanjo as President and Minister of Petroluem between 1999 and 2007.
Buhari as executive chairman of PTF during the Abacha dictatorship era.

Do not be deceived. A lie told many times tends to become truth. Nigeria has 4 refineries.

Alesa-Eleme (PH 1); built by Shell, construction started 1963 and completed 1965
Warri Refinery; Construction started 1975, completed 1978
Kaduna Refinery; Chiyoda Engineering and Construction Company, awarded by Murtala Mohammed in 1976 and completed in 1979
Port Harcourt 11; awarded by IBB in 1985, completed in 1989

None was awarding during his tenure as Minister, Executive chairman or president.

You can check the links I provided and don't fall for those pictures they claim refineries were commissioned.

All I know us that we Nigerians should stop whipping up sentiments on behalf of our preferred candidate. If violence should erupt after this coming election. They will simple up into their private jets to stronghold they have prepared for themselves, their family and generations unborn while they leave us to tear ourselves up having successfully divided us along religious and ethnic lines. While we are at each others in throat, they will be negotiating with the foreign powers on how to share our resources. Even the militants have private jets to get them out of this country. Our voting power doesn't end at the polls. It should first be activated in our private lives as well by first separating ourselves from their mudslinging which is their ploy to distract us while serious negotiations are going on behind back doors. Various media outlets is being used to manipulate us into thinking we decide what goes on in Nigeria. The forthcoming election is just a struggle between the old cabal and an emerging one. This people have no respect us, see the way they throw recharge cards, noodles, rice and T shirt at us as if that is our immediate need. Litter the whole streets with their election posters. people decide to vote not because they see photo shopped posters but by the work such politicians have done. Don't be used, we are not ignorant of the devices of the enemies.

we as citizens should equally shun corruption; from helping to manipulate figures to rejecting bribe to rejecting gifts from politicians. politicians are not successful in their corruption because they are smart but because we support them through our complacency, ineptitude, selfishness, favouritsm, indiscipline and sometimes laziness. We are the root of corruption, if we can stamp it out of our lives, politics will stop been interesting to them. I believe it is possible to stamp it out but it first starts with me then you. They are not our salvation we are, they are not our messiah we are. Let each man instruct himself first and his household then the change will come, the tribalism and religious sentiments we display was inherited from past generations, let our children inherit love, hard work, respect and integrity from us. It is possible to change Nigeria.

90% of the refinery project, including its commissioning was accomplished under the watch of Buhari as the petroleum minister so it only just makes sense that the glory goes to OBJ/GMB. Now this argument may be considered by some as valid and others as invalid but I dare to say the GEJites are more guilty of this alleged 'claimed glory syndrome.'

Today 95% of the so called achievements the Jonathanians are celebrating were started by previous governments. I challenge GEJ supporters to point out a single project which wasnt started by his predecessors (OBJ and Yaradua).

Is it the railways?... is it the roads, is it the airport repainting?... Someone builds an airport from the scratch and another repaints the airport decades later yet we jump around celebrating the repainter?

Can someone please point out a single road project or infact any project at all which was started and completed under Jonathan's 6 years reign?... Is it the dualisation of the Abuja-Lokoja road or the Abuja Airport road or the Lagos - Ibadan road or the benin - ore - shagamu roads; these projects were all started by previous regimes and the most annoying thing is that the projects are still not completed, yet the GEJites block our eardrums with screams of uncommon transformation, they can't even wait for the completion before they 'claim the glory.'

May I also add the power sector, every single project (power stations) commissioned by GEJ were conceptualised and a large chunk paid for by OBJ as part of the $16billion which we accuse OBJ of squandering. Up till today, some of these belated projects are being commissioned and we give GEJ all the glory yet these same Jonathanians think it is wrong to ascribe the glory of the Warri refinery to OBJ/Buhari (who supervised 90% of the project)?... What is good for the goose......

A refinery is not a road contract, it was never his idea, he did not need to supervise anything. Funds were already made available and paid upfront, only one refinery was commissioned while he was head of NNPC so why the lies of 2 or 4 refineries?
IF you find any wrong claims in what people are saying about any candidate then you can simply state it.

Your write up is flawed, Someone builds an airport, the airport is neglected and another person remodels and paint as you claim, that shows that someone is starting to manage properly rather then let things decay as others have been doing.
Obasanjo or Yar'adua did nothing about the railways that were already abandoned. We know the state of the roads under OBJ/ Anenih, or are you claiming its the money Obasanjo claimed to be used in fixing those roads that is in use now?
No one claimed that GEJ built the roads, GEJ govt rehabilitated the roads, Your principal, The General did not rehabilitate, repaint or have any effect on the project he is claiming glory for.
You may also want to add links to prove what you have written, don;t start with those lies again, CHANGE as you people claim.

Are you aware that Nigeria is planning to build a power plant under GEJ?
