Abuja – The Minister of Finance, Dr Ngozi Okonjo-Iweala, said on Tuesday that corruption persisted in the country because Nigeria lacked the institutions, systems and processes to prevent it. Okonjo-Iweala made this known when she spoke on the Topic: `Preventing Leakages in the Nigerian Economy` at the Catholic Caritas Foundation Forum in Abuja. Okonjo-Iweala According to her, the absence of the relevant systems and institutions that will help check corruption has created opportunities for people to engage in the act. “This thing has been with us and
we must crack it. This is not something that started in this country today; but it is something that we must crack. “Fundamentally, we have to ask ourselves, why has this continued to be a problem; I am convinced that it is because we constantly look at the symptoms and not the cause of the disease. “The cause of the disease is we don’t have in place the institutions, the systems and the processes to block and prevent it in the first place. “That’s the only difference between us and the people abroad.` The minister assured that people would be compelled to do the right thing always if the appropriate systems were in place to block and prevent corruption. She urged youths in the country to ask the relevant questions that would help tackle corruption in the country. She said: “This is so important now because of technology and I am a total fan of the use of technology and electronic platforms to block the leakages in this country. “We must use them the way they are being used in other countries.“ Okonjo-Iweala said that the introduction of the Government Integrated Financial Management System (GIFMS) had helped to reduce physical movement of cash to make payments and curb
corruption. She said that the Integrated Personnel Payment System had also helped government to remove ghost workers from the system and save money in the process. She said, “We have been able to weed out about 62,893 ghost workers till date saving N208.7 billion and we have not finished in the system. That is addressing the root cause.“ The minister said that the names of the persons found to be involved in the act had been sent to the ICPC for further action. OKonjo-Iweala said that through the electronic wallet system introduced by the Ministry of Agriculture, government had been able to reduce corruption in fertilizer distribution in the country. According to her, 10.5 million farmers have been registered under the system with more than 6 million being able to access the product personally. This, she said, had contributed to increased food production.The minister said that with the creation of the Pension Transmission Administration Department as demanded by law,
issues with old pensio were being handled systematically She said that 14 people were presently under trial for various pension scams in the country. And if in over 5yrs, Jonathan could not make any Institutional Change needed to fight corruption, then I put it to you he still will not do a thing in another 4yrs.

Nigerians will Vote for Buhari because he accurately identified the problem of corruption, has a solution, have a good track record and above all has the Political Will to defeat Corruption.

Your GMB has several corruption cases hanging over his head. The NNPC missing billions while he was the petroleum minister is still there. His underhand dealings with his inlaws and cronnies while at PTF are well documented. Not to talk of his slimmy romance with the Association of Past Criminals APC. . Too many human-demons in the blogsphere just to rant, lament, cuss, curse as usual when it's not really necessary. Over 62,000 ghost workers discovered, hence saving over N200 billion into the Nation's coffer, yet they (APC's goons) are not contented! Our railing systems rejuvenated and working-still complaining! Civil Service gross corruption checked- still whining! Our Agriculture bigger and better-yet na lamentations from these despicable ones undecided what else do they want? I guess na PALAVA!

Madam, in other words, we should fold our arms and resign to fate by voting this clueless government into power again. Not minding the fact that your lot have not been able to effect the any change to salvage the situation. Where is the supposed N200B saved in ghost works? What was it used for? Oh I guess we all know what happened to the money - stolen as usual (not corruption).
BTW how many time will these people discover ghost workers? They have been discovering ghost workers for over 3 years or so and still come out to tell us they have discovered ghost workers. Soon, this discovery of ghost workers will make it to the list of achievements. ye ye dey smell.

And after retrieving these billions, what has happened to the perpetrators of the act? I'm too sure they are still very much in the system as PS, Directors, DDs etc. Why can't EFCC or ICPC go after them, confiscate their properties and make it serve as deterrent to others? Are they ghosts?

It is not as if we lack institutions to fight corruption Dr NOI, what we lack is leaders with 'will to fight' corruption!

We keep hearing of money saved from Ghost workers and same ol' old trains on paper.

Running after "fertillizer cabal" when the "Oil cabal" and still waxing stronger.

What happens to the money saved?? Why is the Nation still broke?? Why didn't we save despite largest oil windfall ever witnessed?? Why still borrow when all this monies is saved??



Abeg you and your god should save us the "Tales by moonlight".

Madam, l like you for many reasons but your recent comments have been anything but disappointing. Did you just say we lack institutions to fight corruption?(!) I beg to disagree!

What we need is a leader with a credible team that will fight corruption. I even believe there are too many institutions 'fighting' corruption right now. What these institutions need is the right direction from a diligent crusader.

Madam, we need the right people in power, not more institutions or systems that can easily be corrupted by the wrong people!
