How long is it between Aug, 1985 and the time whens IBB promoted himself to a 4-star General (even ahead of Domkat Bali his senior)?

IBB spent 8 yrs as the HOS, but he was already a 4-star General as at 1987 (not up to 20 months since assumption of office as the HOS). Never was any time in between this period when he was a 3-star General.

The point I am making here is that Buhari could have as well promoted himself to a 4-star General after 20 months of becoming the HOS, after all he chairs the SMC during this period.
