Contrary to what you said, most Arab monarchs will not aid Israel. During the first gulf war, That was Saddam's strategy too. When his forces was being pushed back from Kuwait and on the run, he was sending his scud missiles into Israel in other to provoke and Israeli response and force the Arab nations out of the coalition.
