Wasn't Obj a former military ruler when he became a democratic president. So I guess that explains is all.

But IBB is usually regarded as the first Military president in Nigeria.

A military head of state is a dictator, but a military president will be a Democrat.

Babangida is referred to as such because around 1992/3, we practised diarchy, where the military and civilians rule. At the centre, Babangida was the military president. At the states, civilians were the governors. During this period, Ogbonnaya Onu was the Abia State Governor.
Rufus Ada-George - Rivers State.
Isiaka Adele - Osun State.
Audu Ibrahim - Kogi State.

these ex governors seem to be the governor of their respective states when IBB was tricking nigerians to usher in democracy after organising the election at the state level. The differnce between the two questions by OP is IBB allowed more civilians in his administration.
