Terrorism: Army to buy N5bn weapons in 2017 The Nigerian Army will spend N5bn on the procurement of new weapons in the 2017 fiscal year. Apart from the N5bn, as revealed in the 2017 budget proposal before the National Assembly, the Army also plans to spend N846m on the repair of existing military equipment in the country as the fight against insurgency is expected to gain momentum in the coming year. Our correspondent, who obtained a copy of the budget proposal of the Ministry of Defence, the Nigerian Army, the Nigerian Navy and the Nigerian Air Force, at the National Assembly, observed that the total budget for the Army stands at N152bn. While the Army will have N152bn, the Nigerian Navy will be allocated N91bn, and the NAF will have N100bn. Our correspondent learnt that the capital expenditure for the Army stands at N20bn, while the rehabilitation and repair of weapons will cost N846,033,430. This is coming despite the takeover of Sambisa Forest in Borno State, an enclave believed to be the stronghold of Boko Haram insurgents, where troops in a December-long operation, tagged Operation Lafiya Dole, bombarded the forest. The Director of Information, Defence Headquarters, Abuja, Brig. Gen. Rabe Abubakar, in an interview with our correspondent, said the military was not surprised that the terrorists were fleeing, adding that Nigerians should report suspicious persons and movements in their communities. |

Nigerian Army confirms Sani Usman as substantive spokesperson The Nigerian Army has confirmed Sani Kukasheka Usman as substantive Director of the Nigerian Army Directorate of Public Relations. The confirmation of Mr. Usman, a brigadier-general, was announced via the WhatsApp handle operated by the directorate. Appointed acting spokesperson on January 30, 2015, the senior officer functioned in that capacity for about two years. At the time of his appointment, he was a colonel. He was promoted brigadier-general on December 9, 2016. It remains unclear whether his confirmation was a result of his new rank. But Colonels have held that position on substantive basis in the past. Mr. Sani succeeded then Brigadier-General Olajide Laleye, who was redeployed Brigade Commander of 4th Army Brigade, Benin, Edo State. Before his appointment as acting director, Mr. Sani was deputy director, Army Public Relations, based at the Army’s 7th Division in Maiduguri, Borno State, the epicentre of the deadly Boko Haram insurgency. The officer was commissioned as Lieutenant into the Directorate of Army Public Relations (DAPR) in 1992, and has remained in the unit ever since. According to information on his Facebook Page, Mr. Usman attended Government Secondary School, Kafachan between 1977 and 1982. He studied for a Bachelors degree in Mass Communication at Bayero University, Kano, between 1987 and 1991. Between 2010 and 2011, the officer was at the University of Peace, Costa Rica, for a masters degree in Media, Peace and Conflict Studies. |

France takes root in Africa militarily, vows to combat terror French Prime Minister Bernard Cazeneuve on Thursday warned troops stationed in Africa's Sahel region that they should "prepare for a long war" against terrorists. He also promised Chad, where French troops have been stationed since 2014 under Operation Barkhane, his nation's financial support. "Our country must continue to make clear and ambitious budgetary decisions in support of our armies," Cazeneuve said on his first overseas visit as prime minister. The Barkhane forces' mission is to target terrorist groups that are active in the Sahel region south of the Sahara Desert. The operation was launched after French military interventions in Mali and Chad. "We must prepare for a long war in an environment that has undergone dramatic shifts," Cazeneuve said. The French military is currently battling terrorists in two overseas regions - in the Middle East against the Daesh group, and in the Sahel where it has deployed 4,000 soldiers as part of the Barkhane force. Operation Barkhane covers five nations: Mauritania, Mali, Niger, Burkina Faso and Chad. Cazeneuve hailed troops fighting on fronts "thousands of kilometres away from their homes". "You risk your lives to save others'," he said. Four French troops have been killed in Mali this year. Barkhane forces are working alongside Malian troops in the search for Sophie Petronin, a French aid worker who was kidnapped last weekend. The prime minister also pledged France's help for poverty-stricken Chad. "France will always help Chad surmount its difficulties," said Cazeneuve after a meeting with President Idriss Deby. Like its neighbour, oil giant Nigeria, Chad has been undergoing a severe financial crisis as a result of a several months-long slump in the price of crude. While the world's major oil producers have agreed to cut back on production in order to bring prices back up, the impact of the change remains to be seen in the worst-affected nations. The opposition in Chad is also critical of the political situation under Deby's iron-fisted rule. |
