There is a BIG difference between merchandise and the actual costume the wrestlers wear.

WWE pays for the merchandise which they sell, the wrestlers pay for their own personal costume that they wear into the ring.

WB pays for Margot's Harley Quinn costume and also for the merchandise... Hence they can be fully blamed but WWE only pays for merchandise which they sell, the wrestlers pay for their costume which they wear to the ring
