IMEI GENIUS app is a web application that
enables you to generate an accurate
International Mobile station Equipment's
Identity IMEI. The
app uses Luhn Algorithm to generate a Check
digit of an incomplete IMEI; and also uses
Mersenne Twister Algorithm to randomly select
number(s) between 0-9, thereby
automatically Tweaking(Generating) more valid
IMEIs.
The web app is mainly for Andriod users; I
hope you remember that: without rooting your
phone, you can't change it's IMEI. The main
reason why i developed this web app is to
reduce subscription worries, reduce my IMEI
Guessing stress, test my programming skills and
as well as for Educational Purpose.

that's not true. If you're using an mtk processor device you can change your imei, with an app called "mtk engineering" without having to root your phone.

Op edit your post your algorithm randomly generates 0-9 not 0-10.
