Lagos should be your first stop. Alternatively, you can consider Ogun or Abia.
If you're interested in Kannywood productions, then you can consider Kano.
Lagos is the busiest state for entertainment and the arts.

It's not about the state but the functionality of the CDS.
In Anambra state, the NYSC Culture & Tourism CDS is highly rated and they perform at almost all the state functions which is been hosted by the governor himself. I believe some states may as well encourage this CD groups.
