Independent Petroleum Marketers Association of Nigeria(IPMAN) has worked out a position to begin to import petroleum products into Nigeria and sell at the government approved price without subsidy payment from the government. They hold that they are reay to work with the government in a Crude Oil swap arrangment, provided the current government gives them the neccessary support and that they will subsequently begin a process of partnering with international partners to establish a refinery.

Another loophole

The next thing you see is government officials giving them crude oil and documenting something lesser. Eg 10million barrel of crude oil released but 7million documented.
