What people do not know is that ministers are just figurehead in the ministry, they cannot sign cheque. I believe PMB is comfortable working permanent secretary, they are the technocrats

like i told u, i think ministers are a big time waste of resources, it should be done away with. Perm secs do all the job while one political appointee chop all the money.

Nigeria doesn't have the resources to support such wastage anymore - the national assembly should raise a bill to nullify ministerial appointments. my opinion.

I dont underatand those shouting ministers! Ministers!!
Those people dont do shi.t but only present hindarance and hamper the smooth running of the ministries and award dubious contracts thereby enriching themselves and croonies. Mind you, many of the so-called minister dont know Jack about the ministries they are heading but they are mostly just sycophants and errand boys of the president.
And those crying everyday for cabinet, is your father expecting a juicy portfolio? Didnt your administration ended on 29th May or you want to reap where you didnt sow.

Who is going to execute the vision of the minister/presidency if there are no permanent secretaries? Also PCs ensure continuity when there is a change of government so that the state does not grind to a halt. That is why it is important for PCs not to be political appointees

Apart from being constitutional(Ministers), a Minister ought to be an EXPERT in that Ministry who carries out the Policies and programes of the executive in that Ministry.Whereas a Perm Sec might not be an expert in that field, he/ she is just an Administrator in the Ministry.
That's why PMB is taking his time to bring in the EXPERTS that would form his cabinet.
In a nutshell
Minister=EXPERT
Perm Sec=ADMINISTRATOR.

Without Ministers Nigeria will save atleast 7billion Naira Yearly.

By d constitution we must have atleast 36 ministers.
Annual sallary and allowance of each Ministet 20million naira each.

Salary and allowances of Aide, driver, secretary, PA to minister 20million naira annualy

Cost of Running d office (Flight tickets, fuel, hotels, stationery etc)
30 Million naira annually.

Total cost of one Minister equals 70milliom naira.

Cost of Minimum number of 36ministers= 70million times 36.

That is 2.5Billion Naira.


if we add Annual cost of Corruption in inflated contracts and others of the 36 ministers as 100million naira only per ministers. That will be 3.6billion.

Total cost of the 36ministers equals 7Billion Naira Annually.

I thought this OP would have at least highlighted the duties of both but no, you just gave us a half baked info. See ehn? It is not a must to open a thread in nairaland cause we are not the only ones reading these stuff. People also come here to learn, so for u to just open a thread of this magnitude without at least (with a little research) listing out the duties of a perm sec and a minister in a ministry is a clear sign of laziness, mischief and to misslead people.

You need ministers.

The permanent secretaries man various parastatals and departments but the minister is the head of them all.

For instance now, they are moving the Aviation ministry to ministry of transport. A permanent sec will be appointed in aviation but the entire ministry of transport and it's minister will supervise it

Ministerial positions are plainly political...The perm secs have a grounded working knowledge of the ministries,they give d ministers briefings and what n what they should say in FEC meetings..i once knew of a commisioner who couldn't even grant an interview to journalists without d perm sec of d ministry by his side..

The post of ministers is jst to compensate politicians, Perm Secs r highly conversant with their various ministries, so they should combine the functions, unlike politicians whom some dont know the functions of their ministries. Often times, apart frm jstice n health, most r not placed in their area of expertise n therefor use the first few months to learn his/her new post or employ unnecessary adviser to fat feed on our meagre resources. Ministers r atimes deceive by insiders in the ministry to cause him/her the position like former health minister prof. grange. The jst concluded administration had only one minster n others, couple with his expertise in the field of agric n dint of hard work he performed fabulously inthe ministry of agric that he was loved by everyone across diff parties.

Permanent Secretaries are administrators and are bugged down with administrative duties.
Often they don't formulate policies; that's done by the ministers as the representative of the President in various ministries.

Ministers are very important!

I'll liken it to having a Chairman/CEO in a company whereas the day to day running of the company is carried out by the managing director.

Same way we have football managers whereas the actual training is done by coaches.

Those at the top are there to navigate thru the environment they operate in be it politics, negotiations but most importantly policies formulation and guidance.

All this yada is just to defend the indefensible abi. Just bc clueless Buhari seems unprepared for presidency, you've suddenly realized that ministers are not necessary. Why didn't u extrapolate that president is not necessary, after all we have Sec to the Fed Govt.

Buhari so far looks like someone who didn't believe he will win, had no prior plans on what to do if he wins, and is shocked that he won.

Perhaps he expected to be rigged out and had made plans on how to disrupt the peace is he lost, otherwise what normal leader who won elections and had over 2 months to prepare for his rule yet he's this sluggish.

Buhari's supporters will do well to start criticizing him once in a while, otherwise he would think everything is all right and will emd up a failed president.
