I heard one time that PayPal banned Nigeria from receiving money because some Nigerians duped some white men some years back.

I wanna know if that ban is still on, or if it has been removed!

I learnt they now charge for a card. I have an old payoneer card that I activated but never used. I think it is expired now, anyways can I still use it?

they always issue a free mastercard the first time you register;in your case,you will have to ask for another card but you will have to pay for it.I think it is $50.Just try google

but I can use it to verify my paypal without having to get a new atm card right? also what vpn would you advise i use for a U.S based paypal?

hi;you can't use your card if it has expired if not,you make sure you have $2 on it in order to use it to verify your paypal.As for the vpn, you can use Zenmate;it is a free plugin for mozilla firefox.
