They should introduce clocking in and clocking out cards, or introduce a system that will calculate actual work done
so they can get paid accordingly-they should start paying them by the hour or the number of files they deal with! most civil servants are lazy and incompetent!

Lol, this is a good idea, however, how will they determine how many hours they really work, mind you, we aint gonna count how many hours was used gossiping while clients are waiting for them, neither will we count how many hours was used selling Ankara to the collegues, so tell me, how will they determine how many hours they have worked, and please, dont forget Nigerians dont work based on projects, cos they have no projects to work on, cos all projects are dead be4 they even start.

Dats why i said u use the clockin system. On the issue of sellin Ankara -People will be given daily targets. Targets that can be related to the kind of jobs they do. if u sell ur ankara and fail to meet ur target u ar penalise. there should b a performance monitorin system as well.

How do u give pple that are on the street, giving ticket to people that are parked wrongly on the road target?
What kinda target would u give someone that was just given a job, just because, the Father knows someone that in the rhealm of power, there is just a need to overhaul the system and get rid of ghost employees and redundant workers

Hourly payment? Good idea but Nigeria govt is not ripe for that yet. Who is going to monitor that? This same inefficient, corrupt and selfish nigerians?
This is possible for now in only private outfits/establishments where the owners are out to make profits, even then, some of these establishments are collapsing because of inefficient employees forced on them by some godfathers.

That is it. You can't tell someone sponsored by a godfather to work hard, because you will be inviting the wrath of the godfather on yourself. Govt has not been working because most are sponsored into govt jobs through godfathers.

So, for clocking system to work, there is the need to overhaul the present nigerian mentality and its corrupt system.

I think the problems with the Civil service are deeply rooted. If they introduce the clock in system, clocking will then be by proxy. The civil servants are very intelligent ( I am forced to admit this) and its extremely difficult to hold them byu the wrist.

I think it would be better for the government units to be run by consultants, this would bring the private sector discipline to bear on the civil service. I am an advocate for commercialisation and privatisation (not the Atiku - Grab grab way)

Hourly payment will not work for the top officials. In developed countries, the efficiency of the top officials is not measured by clocking in and clocking out rather they have a set/agreed target.
a good percentage of officials work from home these days and some work weekends even though they are not supposed to.
I believe the clocking in and clocking out thing will work for staff and official lower down and for those who spend more time in the office.

a better way to check efficiency is to set targets.
