Washington will not allow it yes, but they can't stop it. That's Persia you're talking of, I think only the Israeli mossad has been able to dwindle the numbers of their nuclear scientists. What about sanctions most of those tanks and aircrafts are old or refurbished soviet era planes. Their major strength is in their unknown missile capabilities.

And after that their has been no going back. They produce their own tanks, fighter jets, drones, sub marines and even destroyers.
