Does NNPC or any service station have the right to determine to whom; quantity and to what container (receptor) it sells PMS to?

We operate a free market and capitalist economy.
Lawyers in this country are a disgrace. I wonder why this practice has gone on unchallenged for a long time and has come to be accepted as the norm.
I challenged an Oando fuel attendant a few months ago about this when he insisted I pay 300 Naira for buying PMS in a 'gallon'. The most unfortunate thing about the incident was that fellow Nigerians there supported the attendant and were annoyed that I might make the attendants stop selling to people with 'gallons'.
I know some unscrupulous elements buy obscene quantities of PMS during scarcity to sell at 'black markets' which informed the decision not to sell to people with 'gallons'. However, this does not solve the problem but actually worsens the problem. Black market prices create a domino effect on the prices of services and goods from SME's which creates an artificial inflation and the cycle goes on.
I wonder why the DPR and NNPC have not come out to address this. Even the Nigerian Police is asleep on this matter. They should be out there confiscating these black market PMS and prosecuting the offenders. The confiscated PMS could even be used to power their operational vehicles (free fuel). Instead they are out there shooting stray bullets at innocent civilians.
I hope somebody with some grey matter upstairs in a position that matters reads this.
It's discriminatory not to sell to PMS to people with 'gallon'. There is no law banning such in Nigeria. People buy kerosene and Diesel in 'gallons'. It is a crime though to buy the PMS and resell it in gallons.
I hope I passed a message across.
We need to challenge this rubbish. I blame subsidy sha. Cos in a truly free market, NNPC will be begging me to come and buy even with waterproof.

The picture may have been taken outside Nigeria.

Fuel scarcity is not peculiar to Nigeria alone.

Other countries also buy fuel in rubber container gor ohe reason or the other.
