Met a guy at atm once with a similar story, I just ignored the Nigga. within one week, the same guy approached me again, not too far from the atm point with another story; He is related to Tambuwal but went to see him at ABuja but couldn't , and he is now stranded. I was like, so who are you going to be next week? I didn't even know when he disappeared.

From my few seconds assessment of the situation, he had a GtB card, network was messing up, he could have just walked to a GtB atm or Banking hall to do his withdrawal.
