Please can somebody help me out on what to do over this ugly development?

My Compaq presario keep scrolling up, I used the mouse to drag it down but it will scroll up on its own, if I used the arrow keys to scroll it down it will return to the topmost part of the document am might be working on.

I don't understand what is going on, please kindly help me out.
