You have to think before you post.
This is actually a case of very shoddy hand over from the last regime. Many issues (I have counted about 20) have proven Buhari right when he said the hand over from Jonathan was mediocre. Why is Madam Iweala just explaining this now on the pages of newspapers?. Almost all the Ministers (who were more intelligent and capable than their employer) ha packed up had run away during the last few months of Jonathan administration, indeed the Petroleum Minister left weeks to hand over and completely refused to come back to the country. Iweala herself I am sure is not around and we have to make the administration of Chinese Exim loan on the explanation of her media aide.
Indeed the fact that permanent secretaries are working directly with the presidency is a positive thing that should continue for some time so that we know what has been stolen and what is left.
